China established Social Work as a discipline in the1980s. From then on, various works in this field such as theoretical study, talent training, system construction and policy establishment began. As a carrier of social work service, social service organizations flourished in the beginning of this century. They are expanding into more fields in a larger number and on a larger scale. Social service organization is a specific category of social service and an important platform for social work practice. In other words, most work of social service organizations are carried out by professional staff specialized in social work. The theory and practical operation skills of social work can apply to social service organizations, which will promote the development of these organizations. Social service organizations provide a platform for social work practice, which in turn can verify and enrich the theory of social work. The combination of the social work theory and social service organizations can benefit each other and thus enjoy mutual development.From the view of development, social service organizations are still a new thing in China. Capability building of the organization is an important research focus. This paper concentrates on the conditions for social service organizations autonomous and what difficulties they have in this process.In this paper, guided by autonomous organization theory from the perspective of resource dependence theory, the author will take the method of interview, observation and literature analysis to analyze the conditions for social service organizations autonomous and what difficulties they have in this process. The conditions for social service organizations autonomous can be divided into two aspects:internal conditions and external conditions. Internal conditions include:resources management ability, awareness of autonomy and operational abilities. The external conditions include:to establish equal relationship with the government ad other partners, reasonable legal protection and good access to a variety of resources. The author will analyze X social service organization’s advantages and difficulties from these two aspects and propose a conclusion and revelation.At the same time, on the basis of the above research, this paper also attempts to put forward some feasible and operable thoughts and suggestions for localized social service organizations on how to achieve autonomy.
