In the five autonomous regions of ethnic minorities in China, the Inner Mongolia Autonomous Region is the ethnic autonomous region that isestablished earliest. Since the new China has been established for60years, thedevelopment of economy, society, culture and education in the Inner Mongolia Autonomous Region is the most outstanding one in five autonomous regions. And it makes a great contribution to the national development, prosperity and stability. However, because of the historical, cultural and geographical factors, the economic construction, social development, the whole level of education and the culture development of the eastern minority areas much lag behind to the coastal areas. In the field of education, we need more improvements and perfections to the weaknesses of the school education quality, management, education and scientific research, the quality of teachers,the application and standered level of the education regulations.Since China has encouraged the policy of West Development, the government offers many supportive policies for the educational developmentof ethnic minority areas in the western region. That is to say, it offers a historical chance to narrow the gap of the development of national economy and society and the improvement of culture and education between the minority areas and developed areas. The Inner Mongolia Autonomous Region is located in the north of China, and its’ geographical environment and the position of politics. and strategy is decisive and irreplaceable. Social stability, economic prosperity and harmony of various ethnic groups in the Inner Mongolia Autonomous Region is vital for the national development andregional stability. Education is the foundation of social development, the educational development level can reflect the social development and theprosperity and stability of this area. Therefore,"respecting" is not only a symbol of a national civilization and social morality, but also is a significant project for the regional prosperity, the national development and the process of realizing China dream. Baotou is located in the Midwest of Inner Mongolia and has largest population-2.7billion, also is one of the national importantindustrial bases.The social civilization, economic construction, city environment, the development of the living conditions and education of Baotou is eminent in Inner Mongolia. In addition, the city spiritual civilization, material civilization, political civilization, ecological civilization has been ranked in the forefront in China and become an authentic National civilized city. This social environment and condition provides the soil for the healthy development of education, so "the Baotou Education (basic education part) has become the vanguard oneducation in Inner Mongolia. The national education is made great contributions to the regional development and Baotou economic constructionand social undertakings and cultivate outstanding talents.In this paper, I will use the research about teacher’s autonomous development in Baotou National School as the subject to investigate and analyze the construction of teachers, school management, teaching and scientific research of all national primary and secondary schools, andkindergarten by analyzing and understanding the whole situation of teachers in national schools. Taking the first-line teachers in Baotou Mongolia primary school as the main research object and the research background and taking practice as the method of research, the paper carries on the exploration and research about the individual development that schools are exploring and how the teachers realize their personal willing and goal under the circumstance of people-oriented development. This paper summarizes the theories that theexperts and scholars have put forward in past; reviews the teaching experience and method of the Baotou National School; analyzes manydifficulties,confusions and funs of teachers in the process of independent development and masters the challenges and opportunities of national schoolsfacing in the process of development and the efficiency and some aspects that need to enforce and perfect of the national policies. I eager to set about from a macro view of the national educational development and the micro details of independent development knowing the existing problems and contradictions to give some suggestions about how to realize the autonomous development for the teachers in national schools.
