There are no arts subjects of comprehensive university after departments modification in1952, but more universities began to set artistic disciplines after1978. Ministry of Education issued the following related documents such as "The Views on Strengthening Higher Arts Education ","National School Arts Education Development Plan (2001-2010)","Programs of University’s Public Arts Courses", and also requires all the universities (including211key universities, key universities in province and local universities) to open public art courses ruled by the Ministry of Education within2-3years. In recent years, the implementation of university art education is paid more attention to by our country. The relevant rules of selective public art courses makes art education more scientific and standardized. Art education is an essential program to develop comprehensive talent for cultivating students’personality, values on life and aesthetic ability.Art education is the core content of aesthetic education. It is an important way and means to achieve the goal of aesthetic, but also an important part of quality education as an irreplaceable role. Art education as an educational way to educate inner emotions is useful to cultivate the ability of perception, understanding, creativity and imagination for purpose of developing a comprehensive person. In order to implement the Party’s education policy and train talents with overall development adapting to China’s modernization needs, we have to strengthen the implementation of public art education, grasp the direction of art education, obey the rules of art education. In this way the aesthetic ability, appreciation and creative thinking of students can be improved.The paper comparatively analyze the objectives, methods and models of art education of local public comprehensive universities based on theory of art education and public art education, exploring the significance of public art education implement in local comprehensive universities and conducted a survey of empirical studies.This thesis is divided into five chapters. Chapter1is the introduction that includes research background, current situation, purpose, meaning and methods of public art education. Chapter2is mainly on the research of public art education theory, the first on Public Arts Education of Local Comprehensive Universities、Art education,、the public art education Such as the definition of core concepts.the second part is the content of public art education, features and function statement, the third part is the ways and means of public arts education. It explored the theory of public art education in local universities, revealing the meaning of public art education and its content, features and functions. It also analyzed the educational ways and means of public art education to impart knowledge. Chapter3focused on the status and reality of arts education in public comprehensive university. It shows more disadvantages of public art education in local comprehensive universities through the survey and comparative data analysis of some domestic universities. Chapter4introduced the management of public arts education, its curriculum, teaching methods, teacher resource and campus culture. The management of public arts education should be standard and scientific, improving teachers’ability, supporting student extracurricular, school management practical activities. Chapter5gave concrete measures and proposals based on issues of Chapter4combined with local cultural superiority of local universities in order to develop the local distinctive of arts education.
