With the development of China’s economy and society, population aging degreedeepens unceasingly, the traditional family structure has also changed, resulting in alarge number of "empty nest" for the elderly population in the city society, they arethe vulnerable groups in society, worthy of concern and care of the whole society."Empty nest" for the elderly life care, spiritual comfort and other problems need tobe solved urgently, in response to theaging problem, vigorously develop the pensionservice industry is not only haseffect on the aging of population, improve theeffective measures of social welfare, the livelihood of the people, also has broughtthe gospel to pensionneeds of aging population. Established in China in order to"home care as thebasis, relying on community service, institutional pension tocomplement the"old-age service system, the community endowment service level isrising, and laid a good foundation for the development of the pension industry in ourcountry.May2005Guangzhou city issued "on the promotion of our citycommunityhome-based care services work opinions", in17street in Yuexiu,Haizhu,Tianhe District4open array of community home-based care services pilotwork, eighteenth December31,2008promulgated the "Guangzhou city communityhome-based care services implementation measures" described inencouragingcommunity home nursing services provided social jobs, hiringstaff from assistantsocial workers and social work division and professionalsocial work talents.
