In the process of urbanization, Migrant children education problem becomes a social issue. Local governments are making education policies to overcome migrant children education problems. Do the policies really solve the problems? How do the migrant education policies make? To answer these questions, the study selected Wenzhou City as a case for analysis, because Wenzhou has a large number of migrant children, and met the issues in the early time. This study use qualitative research methods, expect to understand the migrant children’s education situation and migrant education management in Wenzhou from the real educational practices and personal life.The research explores the education of migrant children in the social and culture context,to grasp the behavior of policies participants.consists of three stories: the story of the city, the story of school owners, the story of migrant children. the story from the perspective of gradually transferred to the micro-macro. These stories show the development of migrant education policies in Wenzhou, the condition of private school for migrant children and the education experience of migrant children, thereby understanding the participants’behavior and thought.On the basis of the narrating of "Three Stories", using Institutional Analysis and Development framework to depicting and analyzing the progress of migrant children education policies in Wenzhou.Study showed that migrant education policies in Wenzhou is developed in the interaction of government, school, migrant workers and local residents. central policy and the education needs of migrant children push Wenzhou make migrant education policies. But the development of local economy and distrust relationship between local residents and migrant workers make migrant education policies in Wenzhou progressive, which left some education problems unsolved, like poor condition of private school for migrant children, faculty building difficult in private school for migrant children and social integration problem and development difficulty of migrant children.
