Teacher who is playing the key role of the quality in vocational education,also is the melody invocational education study. It is urgent that to improve the teachers’ status and to promote the teachers’professional development with the rapid development of the construction of the teacher’s team invocational education. Which is depend on,the soft resources, the construction of the Double-teachers’team.The object of the study was the ‘Double-qualified teachers’ in the secondary vocational schools, belongto the empirical study, and combined with the analyzing of the Double-qualified teachers in the typicalsecondary vocational schools’ present situation and problems in Henan province. And then straighteningout the three domains and the three dimensions in the construction of the Double-qualified teachers’competence standard system. To build a universal applicability and have relative stability of theDouble-qualified teacher’s competence standard system in the secondary vocational education shouldfollow the principles, such as humanist, applicability, applicability and coordinated professional restrictive,operability and feasibility and so on, and then highlighting the general features of standard system and itsparticularity.Chapter I: Introduction: To clear the background, significance of this studyThrough to the education reform, the reform of vocational education policies as a guideline,according to the goal of the vocational education reform, the characteristics of the Age, the needs ofvocational education development and the development of the double-teacher, basing on the situation ofHenan province, knowing the Double-qualified teacher’s competency standards related to policydocuments in the vocational education at home and abroad, knowing the current study of the Double-qualified teacher]s competency standards at home and abroad for the construction of the”double-teachers” competency standards system in Henan province. For indicating the directions in the conception,connotation and characteristics of the double-teachers’ competency standards.Chapter II:The analysis to the conception of Double-qualified teacher’s competence standardAccording to the theory of the teachers’ professionalization, of the vocational education curriculum, ofthe classification of the occupational activities, and of the three-dimensional teaching target as thetheoretical basis to build and analysis’ the conception, connotation and characteristics of theDouble-qualified teacher’s competency standards. Then to understand what is the double-teacherscompetence standard system;Chapter III: The problems of the competence standards of Double-qualified teachers in HenanProvinceBased on the basic situation of the Henan province, and talked the advantage of the software in SPSSand excel etc., for analyzing the result of the first-hand data form the tendency of the Double-qualifiedteachers themselves and for the Interviewing with the managers of secondary vocational education. Anddeeply knowing the really situations, problems of the double-teachers’ competency standards in Henanprovince. Then in view of the problems, attributing the factors and analyzing the reasons, and combinedwith the Chapter II to build a reasonable, scientific, operational stronger double-teachers’ competencystandard system;Chapter Ⅳ:The construction in the competency standards framework of Double-qualified teachersTThis study through the three areas‘, three dimensions’ specific standards for demonstrating the‘three areas’,‘three dimensions’ internal relations, and its "three areas" and "three dimensions", the relationship between them, which determines the research whether scientific or not. And then graduallybring the knowledge, skills, non-intelligence factors of the specific standard into the dimension in theoryfield and practice field and industry field to build the competency standards system of double-teacher insecondary vocational education. This is the key to the quality of this study;Chapter V: Implementing the security strategies of Double-qualified teachers’ competence standardIn order to ensure the double teachers ability to the implementation of the standard system, it needsthe Double-qualified teachers’ competence standard’s principles to build the program of it, and to proposesthe strategies of the implementation process of it...
