In recent years, as the tide of balanced basic education continued to bepromoted in our country, the gap between different regions and populations’ basiceducation development level is shrinking, The promotion of basic educationalfairness in ethnic areas have been made a great progress. During the process ofpromoting basic education equilibrium, with full respect for the specialty ofdifferent regions’ developmental characteristics and acquiring a rational viewabout their growth rate, to obtain a systematical line about a balanced basiceducational development in ethnic areas is of great significance.This article selected two representative cases to discuss our topic includingXinping County in Yunnan province and Napo County in Guangxi province.Considering the ethnic areas’ environment, economical level, custom’sbackground and other subjective or objective factors, and comparative analysisthe differences of economical level, teachers’ equipping, educational output, wefinally draw a conclusion that basic education in ethnic areas showing itsunbalanced, historical, relative and developmental characteristics. By compare thebalanced conditions of basic education in these counties, evaluating the existingfactors such as government, participants, society that prevent it from balanceddevelopment for minority education, and on this basis providing several scientificmeasures to promote the balanced development of basic education in ethnic areas.
