With the popularization of nine-year compulsory education,Hunan compulsory education has made continuous progress.However,due to the existence of economic disparities among different regions,there are still imbalances among regions,urban and rural areas and groups in compulsory education.The problem of achieving balanced development of compulsory education is of great concern to the government at present.Taking Chengbu Miao Autonomous County in Shaoyang City,Hunan Province as an example,this paper takes the theory of educational equity and Rawls' principle of equality as theoretical analysis tools,and studies the balanced development of compulsory education in Hunan ethnic minority areas according to the "Guidance and Evaluation Method for the High-quality and Balanced Development of Compulsory Education in County Areas" promulgated by the State.Firstly,it combs the relevant research results on the balanced development of compulsory education at home and abroad,and expounds the basic concepts and theoretical tools.Secondly,it combs and analyses the current policy system and development situation of balanced development of compulsory education in Hunan Province,and analyses the basic situation of compulsory education in Chengbu Miao Autonomous County and the current situation of balanced development of compulsory education.Through the analysis of the survey data,it is found that the balanced development of compulsory education in ethnic minority areas of Hunan Province is characterized by unbalanced allocation of teachers'resources,unbalanced allocation of funds and unbalanced allocation of school-running resources.The main reasons are the weak economic foundation,insufficient attention to education,imperfect management system and lack of supervision and assessment mechanism in ethnic minority areas.Finally,based on the analysis of the reasons for the shortcomings,three suggestions are summarized to further improve the balanced development of compulsory education in Hunan minority areas:strengthening the construction of teachers,improving the investment in education funds,and integrating educational resources.
