The request of constructing double qualified teachers and improving traing of double qualified teachers is put forward by both The Decision of the state council about Accelerate the Development of Modren Education and The Plan of Modern Vocation Education System Construction(2014-2020).Gordon Krik,an English scholar said The quality of education depends on that of teachers,and all efforts to try to toimprove education quality or make work of school more dynamic need to be based on the improvement of teachers’ ability. Therefore,the double qualified teachers of secondary vocational education are very important in operation of secondary vocational schools.This article targets double qualified teachers of secondary vocational education,using historical research method,survey research and mixed research method and so on to analyse the content,history,current situation,difficulties and situations of double qualified teachers in secondary vocational education.It states that the contnet of double qualified teachers of secondrry vocational should be defined scientifically based on principles of integration of diachrony and synchrony,the difference of secondary and higher vocational education teachers,combination of soft index and hard index.The article analyses three periods which secondary education teachers have go through that is classification construction period(form 1949 to 1995),double qualified teachers construction period(from 1995 to 2014),Excellent teachers of secondary vocational education construction period(from 2014 to now).It finds some problems through data analysis,such as high student-teacher ratio,low proportion of double qualified teachers,more male double qualified teachers than female,fewer senior double qualified teachers,fewer senior double qualified teachers,low proportion of internship guidance teachers and part-time faculties,and large status-gap of secondary vocational double qualified teachers in inter-areas.And the small number of double qualified teachers with senior title and low salary and welfare are the bottle neck which limits the development of secondary education teachers. To improve the quality of double qualified teachers of secondary vocational schools,this study puts up with that promotion of secondary vocational schools developing is the foundation,rational allocation human and material resources is the key,reforms on the position and salary system of teachers is the root,motivation of double qualified teachers’ professional development is the core,and strengthening the support of national expenditure and policy is the guarantee.These are five strategies to provide advices and references for better construction of secondary vocational double qualified teacher team.
