Abstract:Advanced technology level is the key of transition for resource-based province of Shanxi, science and technology innovation talents is the dominant force of technological progress in the process of economic restructuring and development which is the subject of production, dissemination and diffusion knowledge and the optimization and upgrading of regional economic.As economic reform pilot area,Shanxi province is a key area of economic transition state regulations, high-quality and all-round science and technology innovation talents is the support of comprehensive and in-depth economic transformation.Therefore, the relevant research for science and technology innovation talents in terms of quantity and quality and industrial layout can improve the innovation capacity of regional economic development, laid the foundation for the eventual realization of talent smooth transition of resource-based economy provinces.This article is based on the transformation of the development direction of Shanxi province which is resource-based economy, through analysis of the type which is required in the process of restructuring and the status quo of science and technology innovation talents and under the premise of theory as the guidance,such as human capital and personnel structure and industrial structure interaction analysis and adjustment of talent structure theory,with the aid of relevant statistical data by means of technological innovation aspects of Shanxi province,established a gray neural network forecasting model based on BP neural network and gray prediction theory and the total demand and industrial distribution and education structures were predicted of Shanxi technological innovation from2014to2020,and analyzes the gap between supply and demand contradiction using the technology of dynamic supply source of creative talents,that:(1)the total amount of technological innovation is still insufficient supply, supply and demand significantly;(2)technological innovation contradiction between supply and demand structure exists, manufacturing, high-tech industries to greater demand for technological innovation, the growth rate is very fast;(3)demand for graduate degrees highly educated significantly higher than undergraduate and less educated people of technological innovation. Based on this, namely government, universities, enterprises as the main technological innovation countermeasures and suggestions are put forward for personnel training.Topic of this paper is based on economic restructuring and development of a critical period in Shanxi innovative talents to the challenges raised by technology, so that the study has practical environmental basis, but also makes statistical data analysis to facilitate the determination of reasonable time, but also to the direction of talents in the economic transition in Shanxi province.The prediction accuracy of gray neural network forecasting model is batter than a single gray forecast and BP neural network prediction,so the selection is right.,the prediction results with strong practical significance.Even if the forecast is based on some theoretical and with the aid of mathematical models, but in itself affected by the time factor will result in reduced prediction accuracy of the results, in order to successfully achieve economic transformation,in practice need to adjust the predicted results and improve the training strategy of technical innovation talents.
