The development of administrative social work and professional social work in the urbanof China is not synchronized. Specifically: during the early days of new China, thedevelopment of system of units and the cancellation of the specialty of social work showedfracture of the administrative social work and professional social work; since the ThirdPlenary Session, the leading of street residence system and the development of social workeducation showed imbalance of the administrative social work and professional social work;the implementation of the community system and the practice of social work showed coexistof the administrative social work and professional social work in the later. Now, with therestructuring of government functions and the deepen of social work practice, the coexistenceof urban administrative social work and professional social work has a new form ofexpression: for example, Beijing mode (embedded), Shenzhen model (government purchasesocial worker positions) and Guangzhou mode (government purchase social services). Thispaper discusses the mutual structure of administrative social work and professional socialwork in the urban and constructs the harmonic change path of the two kinds of social work byselecting the mode of Guangzhou and using case analysis method.Studies have shown that administrative social work and professional social work havetheir own development rationality. Therefore, the development of these two kinds of socialwork is by no means an absolute selection type in a perspective of binary opposition, and thetwo kinds of social work should be mutual recognized by equal consultation in the process ofthe participation of social practice. Based on the theory of social mutual-construction, and thephilosophy of “mutual constitutive and harmonic change”, this study describes and analyzesthe consensus and conflict of the two kinds of social work at the levels of service areas,service objects, service goal, service mechanism, social work values, service contents, servicemethods and the final evaluation of the project. Among them, the conflict is shown as: thecontradiction between the administrative social work’s first set indicator of maximizing their own interests and the professional social work’s actual needs in the fields of service areas,service objects, service contents, service methods and the final evaluation of the project; theopposition between the administrative social work’s goal of maintaining social stability andthe professional social work’s goal of helping others in the field of service goal; the unequalrelationship under the guidance of the government in terms of service mechanism; thecontradiction between individual and society in the aspect of social work value. Affected bythese conflicts, professional social work can’t achieve the goal of “helping othersprofessionally” in practice and administrative social work also can’t fully achieve the ideal ofmaintaining social stability. So, how to coordinate the relationship between administrativesocial work and professional social work is an urgent problem to be solved.Based on the conflict between administrative social work and professional social work,this study constructed harmonic change paths in areas of service goal, service mechanism,social work value, first set indicators and actual needs. By harmonic change, the two kinds ofsocial work achieve the maximum advantage and benefit the improvement of urban socialservice quality and efficiency.
