In recent years, with the reform of the basic education unceasingly thorough, research on local curriculum has been widespread concern in the education departments at all levels and the local school. Developing school-based curriculum development relying on local resources, not only can excavate the educational function of local culture, but also inherit the local culture, build a prosperous local spiritual and cultural values, to enhance students’ patriotic love township.In the process of globalization unceasingly thorough, multi culture overlap, shock, primary and middle school students in China generally showed the spirit of national culture and fled the unfamiliar. Red Soviet culture as an important part of the excellent spirit and tradition of the Chinese nation, but also to show more and more be indifferent present situation of students, this is our basic education defect. According to the idea of multi culture education, through the study of the red Soviet Culture in Sanming Sanming area, combined with the customs and culture, explore the comprehensive utilization of local school-based curriculum and its combined.The purpose of this paper is to provide certain theoretical basis for the research on the red Soviet culture for basic education in Sanming area to carry out school-based curriculum, and explore a feasible scheme, the development and use of local curriculum resources and school-based curriculum more in line with the local actual situation, but also more reasonable standard. At the same time, make up the shortage in local adaptation of national curriculum on congenital existence, to improve the overall quality of students, practical ability as the goal, to enhance their patriotic enthusiasm, to try to do something useful for Sanming area elementary education.
