Basic education is more than just learning how to read, write and calculate. Itencompasses the broadest possible sense of learning_formal, non-formal and formal_and at any stage of life. Learning takes place in and out of school_in the home, the localcommunity, the workplace, and in recreational and other settings. Not confined tochildhood and the formative years, it extends from infancy throughout the whole of life.This paper is mainly focused on basic education in rural area and studies on educationalaccountability and strategies to enhancing basic education.Basic education in rural area is still without national curriculum and some ruralschools are not able to offer more subjects like urban area, and some rural schools do nothave standard classes for rural students as well. Moreover, in rural schools, the numbers ofdrop-out students are highest, because they have to work out to support their family evenat their young age due to their poverty. These problems appear because rural educationimplements without educational accountability and brimful strategies to develop basiceducation in rural is as well-educated as urban area. Furthermore, the national policy ofthe Basic Education for All (EFA) in Cambodia is not implemented in some rural schools.The research was focused on the interview distributed to the sample of51(30families of195,1principal,10of15teachers and10of154students) respondents from Krakordistrict; and51participants from Bakan district, Pursat province, Cambodia. Respondentswere interviewed some questions that relate to education in rural area. The results suggestthat education in rural area should be motivated by Government, Ministry and Departmentthat relate to education; and education in rural area wants to demand for Ministry ofEducation, Youth and Sport (MOEYS) to implement the national policy powerfully andeach department of education must have accountability in education to enhance educationin rural area.Finally, this research will mainly focus on enhancing basic education for rural areaand study on the importance of educational accountability, the National EducationStrategies Plan and Education for All to implement in rural area.
