College counselors is the backbone to carry out ideological and political education in thehigher education system, furthermore, they themselves are the managers, organizers andservice providers to execute it. The quality and efficient of counselors work directly related tothe personnel training, discipline construction and school’s culture shaping. Currently,however, there are still many shortcomings in the team building of college counselors,especially in performance appraisal on the college counselors. In this paper, the SC universityas a research background.As a leader at the basic level working in university, the paper was conducted fromauthor’s experience and the current situation of SC’s counselor’s performance appraisal tocomparison of the current research about the counselor’s performance appraisal betweendomestic and overseas university. By studying the contents of the performance appraisalcollege counselors,giving an interview with relative person, collecting and organizing Data,we have put forward a new performance appraisal system. The new performance appraisalsystem overcomes some shortcomings in the current system such as the assessment purposeis not clear, index system is unscientific, the performance of the system is not perfect. Byusing the target management theory, the assessment factors were refined, create performanceindicators and evaluation form, to assessment the overall performance of the counselors withthe post jobs and key performance indicators were focused on. According to the performanceevaluation index and index data, a comprehensive evaluation system was built on the base ofthe Analytic Hierarchy Process (AHP), Delphi Evaluation Method, Fuzzy ComprehensiveEvaluation (FHAP). After completion of the evaluation program design, paper proposedtraining, performance feedback and complaints mechanism, at the same time pay attention tothe correction or distortion of the assessment results, making the assessment more objective,counselors themselves have a best understanding on their quality and ability, motivation andtraining are used more realistic, achieve the purpose of promoting the optimization counselorbehavior, improving the overall efficiency of the university.Finally, based on the actual situation of the University of SC, some new ideas and newproposals to further improve the performance appraisal SC college counselors were proposed.
