Speed up transformation and upgrading, construction of well-being in GuangdongProvince not only the proposed development strategy but also the core tasks of Guangdong12th Five Year Plan. Among these, the transformation and upgrading is the means,Guangdong happiness is the goal.The12th Five Year Plan is to economic and socialdevelopment of Guangdong’s new demands. Economic and social development is inseparablefrom the development of education. Among them, continuing education is an importantcomponent. Guangdong province is China’s economy, but also the most populated province,the largest in the provinces and cities in the forefront of education. However, the proportionof the population with a college education Guangdong highly educated in Beijing, Shanghai,Tianjin, Liaoning and other places huge gap, even lower than the average level of theprovinces and cities, which obviously does not match the Guangdong strong economystatus.Urban population quality is closely related to the level of development of continuingeducation, Guangdong Province to enhance continuing education services can meet thecultural needs of the people,promote their self-improvement,to enhance its ability to adaptto social development, but also help improve the quality of the urban population, the urbanstructure optimization reduce social hierarchy cure create a positive social environment andatmosphere, to create happiness in Guangdong, the establishment of a universal learning,lifelong learning, learning society play an important role. The current development ofGuangdong Province continued lack of education due to the effectiveness of governmentaction leads to many problems, embodied in the absence of appropriate security system andlack of necessary policy support, lax government regulation, and other aspects of themanagement system, resulting in continuing education re-effective, light weight,high-quality education resources shortage,lack of resource sharing,uncoordinated regionaldevelopment and other issues, which to some extent hindered the healthy development ofGuangdong continuing education, and directly affect the well-being of Guangdong,Guangdong provincial Department of Construction,learning social and educational provincegoals. In this paper, literature research, questionnaires, interviews, theoretical analysisand empirical analysis and other research methods, relying on questionnaires and interviews,in Guangdong Province, continuing education development status and problems of carding,based on analysis of Guangdong Province to continue the current system of education andgovernment action, identify the government level problems. Governments of developedcountries combined mode of action for continuing education, to provide experience inGuangdong. Finally, the actual situation in Guangdong, from a macro-oriented continuingeducation clearly strengthen the system construction, operation mechanism of the market aswell as the protection of some specific supporting measures such as government actions, thedevelopment of continuing education to improve the feasibility of providing countermeasuresfor Guangdong Province.
