Preschool Education is the beginning of basic education and lifelong learning, whichleads to children’s physical and mental development, improves the quality of education andpromotes human capital accumulation. In recent years, the limited resources couldn’tsatisfy the growing and changing demand for pre-school education. There are so manydifficulties in the advancement of preschool education. The shortage of preschool resources,low resource utilization, unbalanced regional development and imperfect indicators systemare the main factors restricting the development of preschool education.The purpose of this paper is to analyze the supply efficiency of preschool education inChina. The research is based on Data Envelopment Analysis method. First we explored theinput-output indicator system of preschool education supply with the method of literature,interview and questionnaire. Then we collected panel data of31provinces from year2006to2010and evaluated the differences and trend of preschool education supply efficiency.On the basis of macroscopic research, we collected data of170different kinds ofpreschools and compare the differences of supply efficiency.Studies indicate that the supply efficiency from2006to2010of preschool education islow. The efficiency of eastern regions is lower than that of western regions in China, whilethe education development is on a high standard. There is input redundancy or outputinsufficiency in high-level development regions while there is serious shortage of resourcesin low-level development regions. Research shows that the supply efficiency of preschooleducation needs to be improved. Supply efficiency of different kinds of preschools is alsolow. Supply efficiency of public pre-schools is higher than that of private preschools. Thehigher grade the preschool is, the lower the supply efficiency there will be.In order to improve the supply efficiency and ensure educational equality, we need todevelop the preschool education indicator system and optimize the indicators of supplyinput and output. We also need to strengthen the teaching staff to expand the teacher supplyand balance the layout of preschool education to balance the gap among different regionsand different preschools.
