After thirty years of development, Shenzhen has accumulated a strongeconomic foundation, it formed the institutional advantages of reform and openingpolicy, with the advantage of its own favorable conditions for economicdevelopment and innovation, but also facing the complex situation which is thecontradiction of the different development strategy, Economic structuralcontradictions become outstanding, such as the limitation of land resource andcapacity of environment become critical, yet the social construction has beendelayed, so the institutional barriers which constrain the development still exists.“The twelfth five years plan” has point out to accelerate the economictransformation development is the main direction of economic development, thecore strategy is to promote high-level restructuring and therefore the strategy ofeconomic structure can be change. At the main time,during the “the twelfth fiveyears plan” time period, the population continuous to growth、the mobility scale ofurban and rural labor force has increase, therefore to increase the employment scaleand improve the employment quality is needed, as well as to improve the relevanceand effectiveness of vocational training, so the high-skill labor training can satisfiedthe upgrading of the industrial structure optimization and enterprise development.This presents a greater challenge for vocational education and training market.Shenzhen YZ Employees institute of Continuing education is an educationorganization which affiliate Shenzhen Federation of Trade Unions and to providetraining such as: Union cadres training, vocational skills training, non-academichigher education, adult secondary education and rural labor force training. Thisthesis will start with the analysis of market and social environment that the instituteis facing, and use strategic management theory and human resource managementtheory to begin with. Using the standard strategic analysis method such as PESTanalysis and SWOT analysis, to analyze the internal and external advantage anddisadvantage, which will conclude the institute is under the situation of the strengthis greater than weakness and opportunity overpower the threat, and will beappropriate to adopt a diversified business Growth Strategy (2-D developmentstrategy). Secondly, also provide the implementation strategy and control technicalwhich suitable for the demand-oriented market. Finally, the study concluded that thestrategic and implementation strategic analysis for YZ institute will benefit the institute in both growth in scale and specialization way, which will leads to a moreefficient way for the institute to meet the needs of the industrial structure ofShenzhen personnel training.
