Research Of Universities’ Input And Output Efficiency Assessment Of Hubei Province Basing On DEA

With the development of economy, higher education plays a more and moreimportant role in promoting economic growth and social progress, our country regardsnational rejuvenation through science and technology and national strengthen by talentedpeople as important strategies. As the main places of talented person training and output,colleges and universities take the responsibility of training highly qualified personnel,their standing become more and more important. How to evaluate the efficiency of highereducation scientifically and find a way of improving its efficiency is a more and moreimportant topic. I utilize Data Envelopment Analysis in this paper to evaluate theefficiency of nine key universities’ input and output of Hubei Province and find thereasons as well as propose some suggestions.The key point of this paper is to determine the index system of input and output. Atfirst, establish the index system. In this paper I consider the following three factors as theinput indexes: human resources、 financial resources and material resources. Whenconcerned with output indexes, I consider the following two factors as the output indexes:personnel training and scientific research achievements. Under these indexes, there areseveral secondary indexes. By using the Cluster Analysis these secondary indexes can bemerged into some low-similarity indexes. Some of the indexes can be even cancelled.Then, the weights of these indexes should be defined. In this paper, I use the AnalyticHierarchy Process to define the weights of indexes. At last, establish a model of DataEnvelopment Analysis. The most commonly used models are BCC model and CCR modelwhen making assessment of the efficiency of higher education. But when it comes toanalyzing the internal allocation of resources of colleges and universities, we generally usethe BCC model. It is a model that effectively evaluates the technology efficiency and scaleefficiency. This paper uses the BCC model.The result of this paper shows that the efficiency of the following universities ismuch higher than others: Wuhan university, Huazhong university of science andtechnology, South-central university for nationalities, Wuhan university of science andtechnology. While the efficiency of the two universities is much lower than others：Central china normal university and China university of geosciences. The rest of the universitiesare between of them.
