With the development of the society, new requirements on higher professionaleducation are raised up owing to the social economic circumstances. The influencewhich higher vocational education promotes the development of society economy isalso highly emphasized. To achieve an in-depth development, higher vocationaleducation should take a significant step forward based on real situation. Meanwhile,government policies play an important role on leading and supporting the change.Therefore, it is necessary to conduct this research on the policies of higherprofessional education.This paper mainly utilizes document materials method and historical studymethod to discuss the regulations of higher professional education. The necessity ofthe research is brought up based on documents analysis and this also provides a stronginformation support for this research. After that, this research illustrates theregulations on National higher professional education in three periods and also itsimportance, which are from the National Higher Professional Education Conferencein2000to the end of2004, from2005to2009and from2010up to date. Then thedevelopment path of National higher professional education is discussed based onthree time periods, i.e, from National Professional Education Conference which washeld in2002to the end of2004(repeat the guidelines for vigorous developingprofessional education, the importance of developing professional education is furtherverified, the education method and teaching mode of professional education in newtime is positively explored, the education guideline is “purpose with service, guidedby employment”).2005National Professional Education Working Conference to2005before medium-long term plan being issued (new meaning to “enhanceddevelopment”, establish professional education developing path with ChineseCharacteristics, conduct “four major plans” of establishing professional educationbasic abilities, achieve educational fairness with various methods). After medium-long term plan and National Education Working Conference in2010, draw a blueprint for next decade (employ four major projects on establishing basic abilities,perform four major experiments of education mode, promote the establishment ofmodern education system, combine education and employment together, enhance thedevelopment of management system, facilitate teaching revolution further, deepeninternational exchange and cooperation). At the end, this paper discusses the existing issues with higher professionaleducation at present stage: current new student’s enrollment can be further improved,the combining regulations between medium-higher professional education and regularhigher education are not sufficient, education-employment-research joint work is notperfect, support from fiscal policy is not enough. Following suggestions are provided:government should efficiently utilize the function of macroscopic readjustment andcontrol. Improve the laws and regulations of higher professional education; adjust thepolicies used by higher professional education colleges for new student’s enrollment.Enhance the combining regulations used between medium professional education andhigher professional education, and between higher professional education and regularhigher education. Issue concrete regulations for the cooperation between enterprisesand colleges, and further improve policies for fiscal support.
