China two element economy and society of urban and rural drive education policiestending to town, coupled with the weak foundation of rural economy, leading to highlyshortage in quality rural compulsory education resources, gap between urban and ruralcompulsory education, hindered the realization of educational fairness. China hasbeen entered the stage of rapid development of urbanization, the eighteen big reports of theparty point out to the new urbanization road adhere to the Chinese characteristics,"thebalanced development of compulsory education of nine years". The new urbanization paysattention to people, creates opportunities for the development of rural compulsoryeducation, rural compulsory education has also given the new urbanization with powerfulsupport. But the rural compulsory education is also facing the challenge: with the flowof rural population in city, the rural students scale reduce, the influx of city.Therefore, optimizing the allocation of resources for rural compulsoryeducation, improving the efficiency of allocation, so as to better grasp the direction of thedevelopment of rural compulsory education, create favorable conditions for speeding upthe process of new urbanization,worthy of further discussion.In this paper, in the premise of the research on the new urbanization and ruralcompulsory education resources allocation theory analysis and the analysis of the presentsituation, constructs the evaluation index system of rural compulsory education resourcesallocation efficiency, by using the method of data envelopment analysis (DEA) resourceallocation to rural compulsory education of the technical efficiency, the value of puretechnical efficiency and scale efficiency value evaluation of China’s29(Chong qing, Tibet’sdata is not complete, so we do not analyze)provinces, autonomous regions, municipalitiesdirectly under the central government, and through MannWhitney U test and analysisefficiency of thing ministry area; and then uses the Tobit model to make regressionanalysis, analysis of main factors affecting the allocation efficiency of rural compulsoryeducation resources and the degree of influence, conclusion:control system efficiency iskey issues of development of western rural compulsory education; investment scale is thelack of educational resources exist for a longtime development of the middle of the ruralcompulsory education problem of rural compulsory educational resources, the realization of the middle scale economy is the most important task to improve the scale efficiency. Inthe short term, the urbanization impact on the formation of the allocation efficiency of ruralcompulsory educational resources,resources are not optimal, but from a long-term point ofview, to enhance the quality of urbanization will improve the allocation efficiency of ruralcompulsory education resources. Based on the conclusion of the study, respectively fromthe aspects of resource allocation to rural compulsory education of the people, money,material, space layout,system design to improve the allocation efficiency of ruralcompulsory education resources to provide policy recommendations.
