In recent years, China’s government has vigorously developed the cause of higheroccupation education, and has regarded it as a long-term development strategy. Theconstruction level of the higher occupation school plays an important role during theprocess of the development of the higher occupation education, it can effectivelypromote the foundation construction, the allocation of resources and the construction ofschool management to supplement each other in the higher occupation education, andensure the sustainable development of higher occupation school. Generally, because thehigher occupation education is a non-profit social and public utilities projects, the maincapital sources of the school is from government funding. Therefore, the constructionlevel and management level of higher occupation education can greatly reflect theinvestment efficiency of the national government.Our country has greatly improved the investment source of higher occupationeducation by now, the investment channels has been expanded, and financing is alsoincreasingly diverse, which largely alleviate or solve the shortage of funds of higheroccupation education in our country. Because of the lack of overall planning in theproject operation of higher occupation education for a long time, the constructioninvestment management mechanism is not perfect, the lack of administrativesupervision by the school projects and so on, which lead to various problems occurringin the construction project, such as capital utilization rate is not high enough, projectmanagement concepts and methods are relatively backward. At present, the procedureof post evaluation of higher occupation education construction project of our country isnot standard, and the evaluation results is kind of random, and most of the problemsduring the process are solved as per the advice and opinions of some experts, it has notformed a scientific and effective post evaluation codes and standards. It has veryfar-reaching significance to improve the higher occupation education constructiondecision criteria, capital utilization rate, to standardize the construction of the projectand strengthen project supervision construction norms of the evaluation index system ofhigher occupation education construction.This study put forward ideas and steps of comprehensive post evaluation of construction project of higher occupation education in our country; through the analysisof the present situation of post evaluation of higher occupation education, from theaspects of approval and management, project implementation, function of technicalcontent, funds management, economic benefits, public benefits, by the interviews andquestionnaire from experts in the related field, using principal factor analysis method, toform a scientific and effective construction of the higher occupation educationevaluation index system; then, in the way of the analytical hierarchy, the weightcoefficient of each index are going to be analyzed, fusion of the index system will becompleted, mathematical model of overall post evaluation of the higher occupationeducation project will be constructed; finally, to combine the theory and practice usingthe mathematical model to evaluate the construction, this study selected a higheroccupation school of technology reconstruction project as a case study, for analysis andresearch of the post evaluation and index from the aspect of empirical analysis.
