In recent years, with the reform and transformation of economic growth in Chongqing economy, the demand for high quality skilled personnel is growing, in September 2012 the Chongqing Municipal Peopleā€™s Government promulgated the "Chongqing Vocational and Technical Education Development Plan" (2012-2020), clearly request vigorously promote reform and development of vocational and technical education, training large amount of talents with skills and high-quality workforce to meet the needs of economic and social development of chongqing, speed up the strong vocational and technical education city.Thus, a number of the Chongqing Municipal Peopleā€™s Government for approval of the new upgraded vocational colleges came into being. However, the "new upgraded" vocational colleges achieve a smooth transition to go through a long period of running-in period,the new upgraded coordination difficulties between students and change the traditional student management system in higher vocational colleges is bound to become this period contradiction forms. Then, as the convergence of vocational colleges and college students assume the dual role of counselor ties, both students who perform management system in higher vocational colleges, and vocational college students played "a division of one of the three friends" an important role.In the face of "special environment of the new upgraded", counselor team is able to assume the role of good communication and coordination, promote the smooth transition of the new higher vocational colleges is a debatable issue.
