As the first textbook of ideological and political theory course which college students have to study after they entering the school. Ideological, Moral and Legal Education is helpful for college students to realize the role transformation, improve the ideological and moral quality and solve the theoretical and practical problems encountered in the process of their growth and development. However, through investigation, we found that there are some problems when college teachers and students use the Ideological, Moral and Legal Education, which has a negative effect on the use of the textbook. In order to improve this situation, this paper takes "the use of Ideological, Moral and Legal Education" as the theme of research. This paper includes three parts:The first part:the construction process of Ideological, Moral and Legal Education and the use requirements, this is the logical starting point of this paper. In the foundation of longitudinal combs on Ideological, Moral and Legal Education, the construction process of the textbook is divided into preliminary exploration period, basic shape period, diversified development period, gradually standardized period and unified period. Then this chapter analyzes the textbook’s characteristics in the preparation, approval, publication, use, content, form and other aspects after "05 Plan" coming into effect and the use requirements. Namely, teachers should accurately grasp the textbook, scientifically develop the textbook and make full use of the textbook; students should use the textbook actively and scientifically.The second part:the analysis of the existing problems and the reasons in the use of Ideological, Moral and Legal Education, this is the logical expansion. On the basis of empirical study, this chapter point out the existing problems of college teachers and students in the use of Ideological, Moral and Legal Education(the 2013 revised edition). Namely, some teachers cannot fully grasp the textbook and scientifically develop the textbook or make full use of the modules; some students use the textbook negatively, mechanically or with utilitarian. At the same time, the causes of the problems are analyzed. The teachers’ concept about using textbook is improper, and their quality cannot meet the high using requirements of the textbook, and their energy and motivation to research and develop the textbook are inadequate; students’ concepts about the course, textbook and study are improper, and the textbook cannot meet their demands, and the teachers teach the students how to use the textbook seldom.The third part:countermeasures to improve the using effect of Ideological, Moral and Legal Education, this is the logical end of this article. Aiming at the existing problems and causes of college teachers and students using the Ideological, Moral and Legal Education(the 2013 revised edition), this chapter points out countermeasures from two aspects. On the one hand, the countermeasures to improve the using effect of the textbook from teachers-teachers should establish the right ideas of using textbook and improve their own quality to meet the using requirements of the textbook, and we should enhance the teachers’ energy and motivation to research and develop the textbook. On the other hand, the countermeasures to improve the using effect of the textbook from students-students should set up the correct concepts about the course, textbook and study, and we should improve the defects of the textbook to meet the students’ demands and teachers should teach students how to use the textbook.
