The development of innovation drive cannot be separated from the support of the scientific research innovation ability of colleges and universities.The scientific research projects in colleges and universities produce a large number of scientific and technological achievements.However,the shining and glittering quantities of achievements would not cover the awkward situation which the scientific research results are not enough to serve the economic construction.It restricts the construction of the innovative country fundamentally.The innovation of system is the key to solve the problem.In November 2015,the CPC in Sichuan Provincial Committee decided to launch a pilot project of mixed ownership of post scientific and technological achievements.Taking the reform of the ownership in colleges and universities as the breakthrough point,the level of the transformation of the scientific and technological achievements in colleges and universities is promoted remarkably.This article takes the mixed ownership reform of university post science and technology achievement as the research object.Through the mixed ownership,this paper attempts to change the position and role of the person who completes the achievements of post science and technology in the process of the transformation of achievements,forms a new transformation interface of achievements,and fundamentally promotes the initiative of creation and transformation of the accomplished person.For a start,the paper combs the changes of the ownership policy in the achievements of post science and technology in colleges and universities for many years in order to have a comprehensive understanding of the policy environment of the pilot reform.In addition,the motivation and innovation of the reform is also an important aspect of understanding the mixed ownership.And there is the critique in the field of laws of experimental unit.For this new reform phenomenon,there is the comparative study on the innovation path of the transformation of achievements in universities in Shanghai showing the thoroughness of mixed ownership of achievements in the incentive of scientific and technological personnel,as well as the similarities and differences in the operation of transformation.Then the paper analyzes the operation mechanism and effect of Southwest Jiaotong University(SWJTU),the first pilot unit of reform,in the practice of mixed ownership.Via questionnaire,we investigated the teachersof policy audience in SWJTU in order to obtain the opinions and suggestions of the mixed reform of scientific and technological achievements.According to the results of questionnaire and the actual operation mechanism,the problems existed in the pilot work were found,such as the obstacle in patent law,the unscientific proportion of division and confirmation right,the lack of school transformation organization and ability,the unreasonable decision-making mechanism and so on.Finally,the article generalizes and analyzes the mixed ownership of the post science and technology achievements via the expectation theory extension model,and points out the limitations of the pilot project theoretically.Integrated the problems pointed above,the paper puts forward some suggestions on how to improve the mixed ownership system,such as obtaining legal authorization from the National people's Congress,improving the school transformation service ability,strengthening policy exchanges among pilot units and so on.It is expected that the mixed ownership system will be coordinated and perfected,and the long-term motive force of promoting the transformation of achievements will be formed.
