Considering the personnel training goal, disciplinary characteristics, and teaching needs of engineering institutions of higher learning (hereinafter referred to as Institutions), this paper proposes the FBL teaching approach, otherwise known as on-spot teaching. The personnel training of Institutions is closely intertwined with professional practices and applications. Since the ultimate objective of setting up the major is to cultivate professional and all-around talents, professional teaching is an indispensable link between basic theories and social practices. FBL, a novel professional teaching approach, if adopted by Institutions, will not only ensure a sustainable development of the major and improve the quality of the graduates, but also add to the competitive edge of Institutions as a unique attraction, offering substantial experience for Institutions to prepare for and practice their pedagogy. Thus, FBL is an educational innovation displaying four functions.Using the notion of "project management" as the analytical framework and taking FBL as the research object, this paper studies the practicality of FBL in China’s Institutions and discusses the realistic significance of its application. By analyzing the implementation principles of FBL in terms of the analytical notions and methods of "project management", this paper explores how FBL can be practiced in the curriculum development of Institutions, putting forwards the practice procedure, influence factors, specific goals, implementation process, application result, and evaluation. At the end of this paper, key steps in the implementation of FBL are highlighted, and suggestions for the curriculum development are proposed as the backbones and findings of this study.
