In many developing countries, out-of-school tutoring program is a relatively common phenomenon, especially in countries of East and Southeast Asia. In China, the current out-of-school tutoring is also particularly popular. However, different students have different needs.The education in Junior middle school is the transition from the elementary school to senior high school.It is also an important period of the accumulation of students’ knowledge. What’s the rate of junior middle school students’ participation in each subject? How long do they spend in the the out-of-school tutoring? What’s the form and reasons do they participation in out-of-school tutoring as well as the cost involved in the out-of-school tutoring program? What’s the factors affecting students choosing to take part in the out-of-school program? And does the out-of-school tutoring program on each subject improve students’ academic achievement?In order to answer these questions, this study uses 12,243 valid data from the "Chinese schools’ curriculum and teaching survey database" to explore the situation, factors and the effects of junior middle school students’ participation in the out-of-school program. Through statistical analysis of these data, the study found that:The mathematics and foreign language is two subjects whose participation rate of junior middle school students higher than other academic subjects; Among the non-academic subjects, the "musical instrument" becomes a favorite for parents and students, which having the highest participation rate among the interest courses. According to subject, students tend to choose different session and different length of time for their tutoring. Junior middle school students prefer to spend 2 hours or 2-3 hours at the weekend on the tutoring of Chinese,mathematics,foreign language and physics;However, they more likely to spend 1 hour or less than 1 hour after school in completing the tutoring of history, geography,biology and political; And they also prefer spending 1 hour or less than 1 hour after school in learning interest courses."one to many" is the mainstream form of out-of-school tutoring; As for the cost of the out-of-school tutoring program, the household expenditure on it shows significant grade and urban-rural differences; Students and parents choose the program of out-of-school tutoring from the child’s needs and avoid blind following.And junior middle school students primarily choose to attend these program on the purpose of supplement and their choice tends to democracy.Factors affecting students participating in the out-of-school program include the number of children in the family, parental education, family annual income and parents’ expectations for their children’s education. A combination of different factors predicts the likelihood of participation in different types of out-of-school program. The out-of-school program has played a significant role in the periodic changes of junior middle school students’ academic performance in mathematics, physics, English. While the role of out-of-school program showed a positive effect on students’ academic performance in urban areas, the one has shown a negative effect in rural areas.Whatever is has every reason for being. Although the out-of-school tutoring program has an influence on students’ main academic subjects, it can be regarded as a supportive means for the mainstream education. Educational administration agencies need to consider the right strategy to lead the out-of-school program to achieve the helpful function of the development of students.
