This is a case about Mongolian junior high schools students of English learning achievement and learning factors in Xilingol League, Inner Mongolia Autonomous Region. Based on the investigation of foreign language education policy and its implementation in the context of Mongolian and Chinese bilingual education, the study puts forward suggestions for improvement of English teaching system of Mongolian schools.The stage of Junior high school is the important period of students to learn language. In current guidance of bilingual education policy, Inner Mongolian students to study English from the third grade of elementary school. The English education of junior high school is not only for the consolidation and summary of the primary school English, also for the future solid foundation for high school and college English learning.So Mongolian junior high school English education has a key role.Firstly, this study briefly introduced the xilingol league area of Inner Mongolia, and the Xilinhaote city. Combining the nature, history, geography, economy, culture and education, etc., from the macro level to understand the external environment of English education policy, understand the objective conditions of Mongolian teaching junior high school students learning English. At the same time, also from the history and development of the school and other related aspects are briefly introduced the situation of the Xilinhaote Mongolian junior high school. On this basis, the Inner Mongolia region Mongolian-Chinese bilingual education and the development of foreign language education from the perspective of the historical documents and policy review, different historical period policy changes make the status of English education in national education in Inner Mongolia is in constant change, and a direct impact on the development of English education in Inner Mongolia.Secondly, the basis of combining the analysis of the Xilinhaote Mongolian middle junior school mid-term exam, Xilingol League Mongolian school students and Chinese students’English examination result contrast, Mongolian teaching student between Mongolian and Chinese English three languages course examination result contrast. Objectively reflect the although English starting next to elementary school, but the present stage of Mongolian teaching junior high school students overall English academic level is still low, the majority of middle school students’English learning difficulties, English polarization phenomenon is serious.Third, at the point of impact factors, from the two aspects of medium, microscopic to analyze the influence factors of the Mongolian junior middle school students learning English. The different family background, teaching methods, teaching materials as well as the external language environment, from the external influence the Mongolian students’English learning effect. From the point of internal factors, the Mongolian students learning motivation is the main reason for learning English education and find a job in the future, strong learning motivation, low English performance attribution tendencies in internal controllable factors, but due to the problems on learning methods, efforts and time cannot guarantee,lead to low effect on English learning.Fourth, in order to improve the English academic achievements of junior high schools Mongolian students.From teaching, family, school, teacher and student oneself put forward the improvement Suggestions.
