Universities as the gathering place of high quality talents;it r-epresents its scientific research level and reflects its future deve-lopment. Compare with key or traditional universities, Local Applied Undergraduate Institutions are facing the issue of lack of resources and money. Starting year 2010, national institutions included univer-sities implemented merit pay (performance-related pay). In 2012, the reformation of merit pay in universities of Anhui province unveils i-ts certain. With this background, it is very important for Local App-lied Undergraduate Institutions to define an incentive system that c-an attract and keep talents.This article takes Chaohu University as an example to analyze i-ts incentive system and current status. It points out the major issu-es based on the analysis, such as salary system is unreasonable; KPI needs improvement; position setting is unscientific; incentive method is very simplify and etc. It tries to design an incentive system for Local Applied Undergraduate Institutions which including improve mer-it pay; choose applicable incentive methods; define different incent-ive policies for different position and etc.
