In order to vigorously develop Ch inese football undertaking, General Administration of Sport of China and Ministry of Education jointly published Opinions on Reinforcing Chinese Juveniles’ School Football, and proposed to attach great importance to school f ootball and reinforc ing the or ganization and leadership f or school football. The latest “Overall Plan of Football Reform” also reiterates the importance of children’s football education. C urrently, lacking of re serve talents is a key factor that restrains th e development of Chinese f ootball undertaking. The basic approach to solve th e problem of Chinese f ootball talent reserve is to establish a cultivation system of juvenile football talents based on school as well as com bination of sports and education. In this system, formative education of children’s football at the youngest age and lowest lev el is the initia l link of football talen t cultivation; its fundamental importance cannot be ignored. However, Chinese children’s football sport is carried o ut in an un balanced manner. It develops slow ly and even faces difficult situations. With children’s football educa tion in Chengdu City as the study object, vertical comparison is carried out on the study object of school football at other ages in Chengdu City and horizontal com parison is also carried out on the study object of the status of children’ s football in other deve loped provinces and cities by m eans of literature search m ethod, interview method, questionnaire method, mathematical statistics method, logical induction and com parative analysis method. The author tries to find out the factors restraining the deve lopment of children’s football in Chengdu City, thus seeking the specific measures for changing the plight.Through investigation and survey, the paper summarizes the several m ain problems in the development of children’s football in Chengdu City, including: lacking of supports of corresponding policies, fund and supporting facilities, which results in less extensive scope of children’ s football sport in Chengdu City, and even for ms the dead zone of school football sport in Ch engdu City; kindergartens’ ways of carrying out football sport on their own should be confirmed, but kinder gartens’ football situations are uneven with unbalanced deve lopments due to the absence of policy guidance; shortage of profession al teachers and insu fficient class hours in kindergartens restrain kindergartens’ force for promoting football education; in face of imperfect construction of football field and facilities, many kindergartens determine to give up relevant football education as they consider from safety perspective.In view of the aforesaid problems, the author proposes the following suggestions:1. Chengdu Education Bureau takes the lead, assisted by Chengdu Sports Bureau, to make relevant policies for promoting a nd developing children’s football sport in Chengdu as soon as possible.2. Improve league system and add Level 5 league matches including children on the basis of formed primary school-junior middle school-senior high school-college league system.3. The government needs to increase fund input to meet the field dem ands for promoting school sports, in particularly chil dren’s football sport. The government also needs to vigorously build public football fiel ds to open to the juve niles free of charge. The government is suggested to learn the a dvanced measures in Beijing: carrying out public benefit football activities for the children on weekends based on existing conditions, promoting football projects among children population free of charge.4. Promote the communications among kindergartens. Under the circumstance of no league m atch and allowable conditi ons, carry out comm unicative matches by starting from safety perspective. Th e matches can be carried out in diversified form s, and the ru les can be s implified, aiming at in creasing the child ren’s activeness to participate in football sport and expanding the football part icipation scope of children at this age group.5. Actively encourage S ports Colleges, in particularly sports colleges of normal universities, to send graduates m ajoring in football to provide football training in kindergartens, thus providing professional skills and teacher support for kinder garten football. Advocate cooperation between specialized football training organizations and kindergartens to solve the current problem of shortage of professional football teachers in kindergartens.6. Regularly train the P.E. teachers in kindergartens in terms of children’s football in each winter and summer vacation, and invite football training experts from Beijing, Shanghai and Guangzhou, etc. for exchange and guidance, so as to im prove the teaching level of the mass frontline teachers of children’s football.
