| In 2015,the Ministry of Education’s Opinions on Further Promoting the Operation of Vocational Education Groups clearly proposed the vigorous development of vocational education groups for modern agriculture,and encouraged rural areas to clearly position vocational education groups to focus on training new types of farmers.2021,the General Office of the CPC Central Committee and the State Council issued Opinions on Promoting the High-Quality Development of Modern Vocational Education,encouraging industry-leading enterprises to lead the establishment of National and industry-based vocational education groups to promote entity-based operation.Agricultural-related vocational education conglomerates aim to provide China with high-quality agriculture-related workers and technical skills personnel,scientific and technological research and development and various social training services through resource sharing and cooperation,and to promote the high-quality development of modern vocational education.The operation mechanism is one of the key tools for the stable and orderly development of agricultural-related vocational education groups.At present,there are still problems such as unclear responsibilities and rights of the main body,inadequate school-enterprise cooperation mechanism and imperfect operation guarantee system,which restrict the connotation of agricultural-related vocational education group schooling.Therefore,it is of great significance to conduct a systematic investigation into the operation mechanism of agricultural-related vocational education groups.The study focuses on the research question of "How to achieve sustainable development through optimizing the operation mechanism of agricultural-related vocational education grouping",applying the theory of system integrity and the theory of collaborative governance,adopting the textual analysis method,the case study method and the interview method,and systematically and thoroughly studying the current situation,problems and causes of the operation of agricultural-related vocational education grouping.It systematically analyses the operation system of agricultural-related vocational education group operation in the logical line of "operation subject-operation structure-operation content-operation guarantee-operation environment",and tries to optimize the operation system of agricultural-related vocational education group operation.The paper is divided into five parts.The text is divided into five parts:The first part mainly describes the origin of the study,the significance of the study,the research questions and the core concepts,compares the relevant literature,identifies the shortcomings of the current research,and clarifies the research ideas and research methods.The second part focuses on the theoretical foundations of the study.In the first part,the theoretical basis is briefly described,including the background of the theory of systemic wholeness and the theory of collaborative governance,the main ideas and their reference and guiding significance in the study.Secondly,the theoretical analysis of the five major elements that constitute the operating mechanism of agricultural-related vocational education groups,including the operating subject,operating structure,operating content,operating guarantee and operating environment.The third part analyses the current situation of the operation of agricultural-related vocational education groups.Through textual analysis of the constitution documents of13 national-level model agriculture-related vocational education groups and case studies of 10 national-level model agriculture-related vocational education groups,the current status quo in terms of the main body,operational structure,operational content,operational guarantee and operational environment of the operation of agriculture-related vocational education groups is summarized and summarized.The fourth part analyses the problems and causes of the operation of agricultural-related vocational education groups.Based on the analysis of the current situation,combined with the interviews and surveys of the subjects involved in the operation of agricultural-related vocational education groups,the main problems in the operation of agricultural-related vocational education groups are pointed out: the responsibilities and rights of the operating subjects are not clearly defined,the operational structure is loosely designed,the school-enterprise cooperation mechanism is not yet sound,the operational guarantee system needs to be improved,and the environmental resilience needs to be enhanced.In addition,the causes of these problems are analysed.The fifth part optimizes the operation mechanism of group-based vocational education related to agriculture.Combined with the results of the empirical survey,and in view of the problems in the operation of agricultural-related vocational education grouping,the model of optimizing the operation mechanism of agricultural-related vocational education grouping is proposed,including the mechanism of collaborative governance,the mechanism of school-enterprise cooperation,the mechanism of benefit sharing,the mechanism of quality assurance and the mechanism of environmental adaptation.The five mechanisms support and interact with each other.Among them,collaborative governance mechanism is the principle,school-enterprise cooperation mechanism is the core,benefit-sharing mechanism is the key,quality assurance mechanism is the backing and environmental adaptation mechanism is the constraint. |
