With rapid development of modern information technology based the Internet and Mobile Internet,the concept of lifelong learning has been promoted and widely recognized by public in the worldwide. The traditional classroom teaching is no longer the only way for students, community members to acquire knowledge. Even if they are not in school and also may learn knowledge and skills for their own development. The internet has become an important platform for all people to acquire knowledge in today’s society. The interactive tools as carrier of learning resources are becoming increasingly important in online learning.Interactive tools play an important role and advantages in e-learning, meanwhile it must be clearly aware of their negative effects. Most participants in e-learning are teachers and some on-the-job personnel and even students also need regular classes. Therefore, teachers and learners must coordinate time allocation among work, life and online learning. Because of the difficulties in many e-learning interactive tools selected, it is very important to select suitable interactive tools for different courses considering the time limitations and the satisfaction levels of teachers and students.This study proposes an analytic hierarchy process(AHP)–multi-choice goal programming(MCGP) integrated approach as a decision aid to help decision makers obtain appropriate interactive tools of e-learning considering the time limitations of teachers and students. To demonstrate the usefulness of the proposed method, this study implements the evaluation and selection model in modern education technology courses at a university in Bohai University. For different purposes, teachers can set different time limitations and aspiration levels for each goal to evaluate and select interactive tools alternatives. Applying the AHP–MCGP approach, teachers can find the most suitable time for the allocation of interactive tools of e-learning to improve teachers’ teaching quality and students’ learning performance.
