"Chinese education reform and development outline" clearly pointed out that to strengthen education reform and development of theoretical research and experiment ", "to put the education scientific research important status", "encourage and support the school, teacher education reform and education research workers actively experiment".This study education scientific research method, the introduction to education research methods, the modern education theory, and the theory of teacher education theory and education psychology related theory and the theoretical basis of education reform policies and basis of the analysis, a primary school teacher education at home and abroad for reference, the scientific research ability, on the basis of relevant research results, using the method of literature research and education research, through to the chongqing S district elementary school teachers’ current education scientific research ability of questionnaire survey, the author of the survey data statistics and analysis, so as to dig up the elementary school teachers’ current education scientific research ability, analyze its existing problems and causes, and put forward the coping strategies, for a primary school teacher education provided a reference for the improvement of scientific research ability, and provide theory support to enhance elementary school teacher education scientific research ability. This paper points the following five chapters:The first chapter, introduction. This chapter firstly introduces the research questions and research significance, secondly the literature of this study were summarized, and the core concept of this research is defined, and finally introduces the research goal and research content of this article, and the corresponding analysis of the research ideas and research methods.The second chapter, a primary school teacher education scientific research ability evaluation dimensions and its theoretical basis of this chapter expounds the research purpose, research design and the results of the survey. From seven aspects of this chapter illustrates the evaluation standard of primary school teachers’ education research ability and its theoretical basis: the education scientific research topic selection ability evaluation standard and its theoretical basis; Education scientific research literature search ability evaluation standard and its theoretical basis; Education scientific research program design ability evaluation standard and its theoretical basis; Education evaluation standard of technique selection and implement ability and its theoretical basis; Education scientific research data processing and analysis ability evaluation standard and its theoretical basis; Writing ability education scientific research evaluation standard and its theoretical basis.The third chapter, the chongqing S district elementary school teachers’ current education scientific research ability of the research.The fourth chapter, chongqing S area elementary school teacher education scientific research ability of the problem and cause analysis.
