With high cultural value, Poker is one of cultural products well received and loved by people around the world which the rare in the world can experience hundreds of years evolution. Compared with stamps, coins, paintings and a variety of antiques, the price of poker has a very high advantage than that of above collectibles and therefore has more profound potential appreciation. Because poker is a popular entertainment tool and belongs to consumer goods, so the consumption is naturally big. Therefore the number of poker about general theme will be reduced, but on the specific historical conditions, because of historical reasons poker will not be reprinted, and because the production methods of theme poker are often made by manufacturers or by their orders, so there is no duplicate version. This determines the theme poker and poker produced in a specific period have the same collection value like stamp and other printings. As a printed paper product, poker has been considered as a mere entertainment for a long time, but in terms of historical and cultural transmission there is no one can realize that poker has been carrying the history, culture, science, art and other elements in its long developing history. Same as collectables, calligraphy and painting, poker carries a history of cultural elements, recorded encompassing information at different time.In this paper, combining with the cultural development history of world poker, and then setting out the development history of Chinese poker, and emphases on the cultural valuesinherent in Chinese poker products. Through the analysis of spreading value of poker, using media to redefine poker, the traditional printing products, and its unique entertainment property accepted by the public, in many remote areas, educational under-developed areas, people are tend to hold on a few dollars for a pack of cards with a couple of friends to share, rather than buying a newspaper entertainment. People are easier and willing to accept such a thing like poker with entertainment properties. Form a unique media platform in poker’s surface and bottom, even across the barriers, from one-to-all to all-to-all transmission. In terms of the form of media breaking the traditional newspapers, magazines, radio, television poker has become a media accepted by the public. In the field of advertising, poker can be used for business promotion, film promotion, tourist attractions publicity; in the field of education, it can be used as good carrier in legal education, encyclopedic knowledge education, traditional Chinese culture education, social positive energy and culture and arts knowledge propaganda. From the industry economics perspective, there are some issues in poker industry such as scattered poker processing, low added-value, slow replacement etc. Through developing investigation from the traditional manufacturing of poker to the cultural industries, in market economy conditions, using EFAS model and some industries models to have a rational analysis on Chinese poker industry structure. For instance, the Star Enterprise-listed companies Yao Kee poker, analyzing the strengths and weaknesses of the industry, and using scientific techniques to make a new attempt for the development of the whole poker manufacturing industry. In the breeze of developing cultural industries, as a cultural industry the poker industry itself has a wide range of audiences, making high flexibility characteristics. Even it can be able to play an important "standard bearer" role in the socialist core value system advocated by Xi Dada, to build a harmonious society and spread positive energy from multiple aspects and a variety of practical ways, especially making an important contribution in leading healthy recreational activities.
