Teachers in colleges and universities are mainly composed of two parts:one is full-time teachers, who generally play as the major faculty of each college and university. Another part is non-professional teachers, also known as part-time staff, working as an integral force of higher education. Part-time teachers mainly come from some major universities, academic experts, and excellent entrepreneurs as well as top-notch personnel in various fields. They can make team of teachers in colleges and universities present diversified and heterogeneous characteristics, improve the teaching level to a certain extent, and promote the better and faster development of university teachers’overall teaching level.Part-time teachers in Bowen College are emerged with the birth of private schooling and vocational education. Being as an inevitable product of china’s educational reform and development, this part will also get continuous development with the sharing of high-quality educational resources and the improvement of teaching methods in science and technology. Our country is currently taking a further step on college expansion policy. The popularization of higher education also enhances unceasingly. Therefore, the lack of teachers in colleges and universities will be further highlight, which conversely provides opportunities for the further expanding of part-time teachers in colleges and universities. In a short term, further expansion of college part-time teachers is an irreversible trend, especially for private higher learning institutions.With the continuous expansion of college part-time teachers, its influence will also be constantly improved in the field of higher education, then, the problem that each colleges and universities needs to solve is how to manage part-time teachers effectively in higher education sectors, give full play to its positive effects and positive energy in the teaching aspects, and maximize the value of its function.However, almost employee management theories of part-time teachers are currently based on the relevant human resource management theory.Founded in 2002, Lanzhou Jiaotong University Bowen College belongs to the second-level school of Lanzhou Jiaotong University and the ordinary institutions of higher learning of undergraduate level, who was approved by Gansu Provincial Department of Education, and affirmed as the first batch of independent colleges of Gansu province in 2004. Since its foundation, part-time teachers have always been playing an important role in the teaching work. They grow as a new force of Bowen College, and its scale also gets rapid growth accomplished by the incessant expansion of students. As of Dec 2014, Lanzhou Jiaotong University Bowen College has 650 faculty members(including part-time teachers), containing 383 full-time teaching staff(including part-time), accounting for about 59% of the total staff. In full-time teaching staff, the number of part-time teachers is for 290, about 76% of the number of full-time teaching staff; for 93 full-time professional teachers, about 24% of the number full-time teaching staff. The number of part-time teachers is 3.12 times to the number of full-time qualified teachers. Although the hiring stage is strictly controlled, it will also unavoidably appear such problems as uneven personnel quality, intermingled teaching ethics because of the large number of pets. What is much more is that the management about them in Bowen College is still in its inception stage of hiring management-paying by class hour and evaluating teaching work by sampling of students. So how to effectively manage part-time teachers, innovate management style, fully and effectively play its role in the teaching work,and strive to maximize the value of its function become to be a key factor affecting the level of the teaching quality in the future and the sustainable development of Bowen College. This paper attempts to link the part-time teachers recruitment management style and financial effects analysis together, analyze the financial effects-leverage effect, synergy effect and functional cost effect in the process of part-time teachers in recruitment.And the primary analysis is based on the operative cost effect to analyze the existing problems and the corresponding solutions in the management of part-time teachers of Lanzhou Jiaotong University Bowen College. The core problem this paper tries to solve is to refine the function of part-time teachers, decompose and correspond the cost one to one, calculate functional cost in a mutually marched approach, and find out its weak link of college part-time teachers management by such methods as comparative analysis, differential analysis method and other methods etc, as well as adopting some respective measures to maximize its value.
