Chinese vocational education has stepped into a new stage in which the improvement of quality is attached greater importance from the pursuit of the scale expansion. The significance of curriculum construction to enhancing the connotation and quality of vocational education has become increasingly prominent. And the standard of vocational education development is the basic part of curriculum construction. Practical explorations on the standard of vocational education development have begun to take shape, but the quality of results is uneven. This is an important reason for which the level of curriculum and instruction has not achieved a fundamental improvement. Establishing a scientific, standardized, rigorous and practical national standard of vocational education is the critical measure to change this situation. Academic researches on the standard of vocational education development are not uncommon, but most of them are lack of in-depth and practicability, and effective researches on the national standard of vocational education are scanty. Based on theoretical thinking and argumentation, exploring the framework and method of national standard of vocational education of China becomes the issue of this study. The main process of the study is carried out from the following aspects.On the actual level, the author analyzes current state of the standard of vocational education development and demonstrates the necessity and feasibility of national standard of vocational education development. On the one hand, grasping the current state is the prerequisite to carry out a curriculum construction action. Respectively based on the field research data and the rational analysis of existing standard texts, the author presents the quantity and quality of current standards of vocational education. On the other hand, only rationalizing the necessity and feasibility, can we explore the scientific proposal on the curriculum construction action undertaken. Based on the international trend of standard system construction, the domestic background of modern vocational education system construction and the actual condition of curriculum and instruction, it is necessary to develop the national standard of vocational education of China. Considering the curriculum development technique, curriculum construction practice, policy orientation and foreign experience, it is feasible to develop the national standard of vocational education in reality. But in order to ensure high quality of the standard, such as teachers’ participation, fund investing, work organization network, national institution and personnel and other aspects need to be further improved.On the ought-to-be level, the author explores the framework and method of national standard of vocational education development. Firstly, from the macroscopic perspective, the author designs the overall train of thought. The main contents include four indispensable components of national standard of vocational education, four contradictory issues in curriculum construction and four basic ideas in curriculum development. Secondly, from the mesoscopic perspective, the author dissects the coping technologies of contradictory issues. The main contents include difference balancing technology, standards docking technology, connection technology between secondary and higher vocational education and curriculum connection technology. Finally, from the microscopic perspective, the author analyzes the technical requirements. On the one hand, the author designs the basic technical process included six core technical links. On the other hand, the author elaborates the related concept definition, operating process and quality standard of every technical link.This paper is just a preliminary exploration on the framework and method of national standard of vocational education of China. In addition to these research contents, there still exist many issues to be further studied.
