Investment promotion is regarded as one effective measure to help driving the development of local economy, while the quality of investment project attracted is what decides the practical result of the investment promotion work. One successful investment project attracted will add engine to the local development; Conversely, one opposite one could lead to waste of resource or even destroy of local natural environment. In order to carry out efficient investment promotion work, people should be put in key position in consideration that capability of people can play critical role during the whole work process. This brings the issue of personnel training to an important position in front of local governments.Real situation is some local governments fail to provide a full stage for people working on investment promotion and allow them to demonstrate all their capabilities, in addition to some local governments fail to give proper attention on personnel training. Unqualified people may bring in unqualified project and lead to waste of social resources.Firstly, this thesis use the method of Documentary Study, based on the theories of Competence, Competence Concept Model, Competence Model, to conduct an in-deep research on personnel training in investment promotion work field.Secondly, this thesis studied different models and practices relevant to competence, eg. "Onion Model", "Iceberg Model", "Competence decides performance through behavior" by Cui Ying, "Top 10 Competence Factors of civil servant in one Sichuan city" by Liu Xiaoli in domestic, which have profound implications for the personnel training work of local governments.Thirdly, this thesis use method of case study to analysis the capabilities requested with people working on investment promotion as well as the general procedures of this work. Supplemented by the method of questioner, this thesis intends to find out the core competences requested with people working for investment promotion, and based on which to build up the competence model. Put this into the real scenario of Caofidian district to find out the existing problems of investment promotion work there, this thesis also gives its analysis on these problems.Finally, this thesis proposes a competence model for people working on investment promotion in Caofidian district, and gives its solution as enhancing their core competence based on the current deficiency of this value. Hope it could be used as reference for the optimization of today’s personnel training program for investment promotion work in Caofeidian district.
