The communist party of China 19 report:“At present,our country economy has the fast growth stage to high quality development phase shift in the transformation of the mode of development,optimizing the economic structure,transform research period of growth.”The local government economic work of new period puts forward higher requirements.Investment has been the important means of local government economic development in China,to meet the new requirements of the new era.In the investment promotion and capital introduction The comprehensive quality of specialized personnel for investment promotion work on the influence of the transformation and upgrading of the local economy plays an important role.How to develop investment talents to adapt to the new era is the current government to face an important task.At present,many local governments lack of a scientific mechanism for fostering specialized personnel for investment promotion work.So based on the theory of competency model,has made domestic is based on the research achievements of specialized personnel for investment promotion work through the data access method,field survey method,case analysis,research on talent development strategy of attracting investment in the 13 division of Xinjiang Corps.With the help of the teacher,this article analyzes the responsibilities and professional characteristics of attracting investment talents,the questionnaire was compiled by using the revised method,A universal competency model was established through questionnaire survey,adjustment and modification of competency model combined with practical work,the quality indicators of competency are analyzed in detail.Finally,the development strategy of attracting talents in line with the actual situation of the thirteen division is put forward.At present,there are few researches on talent strategy of attracting foreign investment based on Competency Model in China,and the Corps is almost at present.This article can make up for the theoretical research of the Corps.At the same time,it will further provide the basis for selecting and appointing cadres for investment promotion,further improve personnel training and assessment mechanism,so as to ensure the rapid development of the 13 division,make positive contributions to Xinjiang's social stability and long-term stability.
