With the launching of the "985 Project", "211 Project" and the building of the "2011" plan, the state officially launched the "Higher Innovation Capability Plan" designed to release energy, talents, resources, etc. Many research universities regard it as an opportunity and continue to integrate science and technology resources, build innovative platform that provides superior "soft environment" for the development of science and technology innovation team. As incentives represent the inherent power of innovation activities, it is the focus of all colleges and universities competing constructionThrough the analysis of the type and characteristics, the research summed up the current situation of China’s innovation team incentives. In the part of inducing factors, the main incentives include achievement motivation, honor incentives, innovation incentives, decentralization incentives and other emotional incentives. It also concludes of working conditions incentives, work environment motivate, encourage employee benefits, training and other benefits incentives. In the action-oriented regimes, through the building of a "master + team" model, leading the team to follow demands of the national and local, and solve major problems for the country and the province’s economic and social development in science and technology. In terms of the behavior of the amplitude of the system, team construction follows the principle of "merit selection, rolling development, target assessment, dynamic management". University relied on should assess the annual assessment. At the end of the construction period, the total assessment is carried out by an expert panel. Evaluation usually consists of multiple dimensions, such as through scientific research, personnel training, team building. In terms of spatial and temporal behavior, it highlights the pulling function of role of the team, platform, and discipline. Team should converge to the key disciplines, key laboratories base, key mechanisms and other disciplines platform. Disciplinary platform should converge to large projects, large awards. In behavior naturalization regime, the incentive is driven by rewards and punishments mechanism, when the result of construction is failure and the presence of academic fraud, the team will be terminated funding, funds will be recovered and responsibility will be held. For outstanding achievements of the team, they will be given the incentive funding, team members will be included in the relevant personnel plan and get education opportunities. In addition to the macro-level description of current situation, the study also takes the example of XXX team in Dalian University of Technology.At present, our research is still in the exploratory stage, although there has been some progress in terms of institution building and so on, but in the incentive mechanism design, operation, implementation aspects, there are some flaws, such as the design for incentive mechanism is lack of consideration of sustainable development, Incentives for multidisciplinary is not complete, the proportion of bonus material is too large, mental stimulation method is limited, excessive incentives tend to team leader, lack of oversight mechanisms, the lack of cooperation culture and other issues.To solve these problems, study uses literature analysis, case law and interviews, systematically expound the meaning and characteristics, then explore the factors that hindering research team play effects from subject and object. And suggest improvements from strengthening management by objectives, improving supporting measures, improving the assessment of reward regime, strengthening cultural construction and enhancing satisfaction.
