However, a large number of technical achievements are on the shelf, university of science and technology achievement transformation ability insufficient slightly,University of science and technology achievements transformation refers to a process that colleges and universities, the research subject, in order to improve the level of national economic development, put the scientific and technological achievements,which with knowledge form as the main characteristics into real productive forces through the technology market after application development research,pilot test base. Research university of science and technology achievements transformation involves many subjects, such as university,enterprise, government and intermediary organizations, etc. Among them, the university is the production of scientific and technological achievements and providers; Enterprises are the demanders of scientific and technological achievements and acceptance,is the foothold of achievements into productive forces; Government departments, as the leader of the transformation of scientific and technological achievements, formulates the corresponding laws and regulations, policies,science and technology promotion plan, set up corresponding institutional transformation to promote transformation of scientific and technological achievements; Intermediary agencies, is the bridge and the link of cooperative transformation of scientific and technological achievements of,to the transformation of scientific and technological achievements of colleges and universities has a catalytic role.In view of the current problems existing in the transformation of scientific and technological achievements in China research universities,this article selects some domestic research universities, scientific research personnel, scientific research management personnel questionnaire survey and interviews, the results showed that at present, the difficulty of transformation of scientific and technological achievements of colleges and universities mainly displays in: colleges and universities, scientific research personnel concept of transformation of scientific and technological achievements is weak, the market competition consciousness is not strong result in lack of effective supply of scientific and technological achievements, the university scientific research evaluation mechanism and benefit distribution mechanism is not perfect,makes the enthusiasm of scientific research and management achievements transformation of colleges and universities is not high, the transformation of scientific and technological achievements, insufficient funds make achievements transformation difficulties; Businesses, drive technology innovation is not strong, weak scientific and technological achievements and scientific research fund shortage makes enterprise during industry-university-institute cooperation enthmiasm is not high;Disadvantages with the government,the existing regulations and policies and enforcement,did not give full play to its leading role. Intermediary agencies, development is not yet matureintermediary services are mainly concentrated in low-end services such as consulting, risk investment and other high-end service ability is insufficient.Promoting the transformation of scientific and technological achievements into real productive forces is the common concerns of government, technology and industry, also need to consider all strive to solve the problem. Aiming at this problem,this article explores to build scientific and technological achievements into multi-agent coordination mechanism,based on the cooperative ideas expounds the transformation of scientific and technological achievements of multi-agent coordination mechanism, implementation mechanism and constraint mechanism.
