With the development of economic and the improvement of society, education is becoming more and more important for a family or the whole nation. Increasing public expenditure on education and constantly promoting the development of education has become the consensus of the world. In 1992, the 14th National Congress put forward the saying that" developing education must be given the highest priority of all, trying our best to improve the standard of the morality and science, all above are the basement to realize the modernization of our country". But along with the expansion of the public expenditure on education, distribution of public expenditure on education has been paid more and more attention. In 2002, the 18th National Congress put forward the saying that" develop the education that makes the people satisfied", there was vigorous development in science and technology, and all-round progress. Public expenditure on education as the main component of education expenditure, its equalization degree directly determines the degree distribution of the overall equalization of educational resources in China, and how to determine the degree of equalization of public education expenditure has become the research focus of the education fair question.In this paper, from the different income levels of urban and rural in public education expenditure benefit amount of research, public education expenditure allocation between urban and rural areas across all income classes, analyzes the equalization degree and causes, and finally put forward the relevant policy suggestions. This paper adopts the division of the China Statistical Yearbook in urban-rural income groups. And it is based on ELES, Ranger Frisch equation, Maital utility function and the principle of Allen and McGill. Research thought in this paper could summarized:firstly, according to Liuch’s ELES, this paper obtains the data of price elasticity and income elasticity. After that, substituting these data to the Ragnar Frisch equation, this paper obtains the parameter of Maital utility function.Then according to the principle of Allen and McGill, the data of public education expenditure is allocated in all income groups to analyze the benefit incidence of public education expenditure. At last, this paper uses theil index and Atkinsom Index to analyze the equalization of different income groups. Simultaneously, some effect factors are empirically tested.This article is divided into six parts, the first is an introduction, basically argued that the research background, significance and relevance of literature review. The second is the basic framework. It discusses the decisions and implementation mechanisms of the public education expenditure. The third part is the theory of public expenditure. The fourth part estimates the benefits of public education expenditure in urban and rural hierarchy. The fifth part calculates the inequality index. The last part analyzes the causes that the public education expenditure is not equal and gives the relevant policy recommendations.
