Under the guidance of modern teaching ideas, the advanced teaching theory is introduced in physical education and training with the basis of physical teaching, which combines human body kinetic science, constructs sports training method system, forms the various physical programs and integrates modern physical education spirit. Physical education and training fully emphasizes the study on the uniqueness of physical teaching, focuses on the application of exercise training rules and lays the theoretical foundation for the physical teaching activity, training program and teaching management activity. Physical education and training can promote the development of the physical education in China, provide sports talents with higher quality and stronger physique and offer reference to the Chinese education reformation. The development of physical education and training can promote the citizen to actively participate in physical fitness activities, improve the national physical quality and advance the benign development of the society. Besides, the advancement of physical education and training can promote the development of international communication and is beneficial to the promotion of international sports causes.The enrollment expansion of the number of graduate students in universities provides talents support for the development of physical education undertakings, but the increasing of the number of graduate students in physical education and training also increase the pressure on the cultivation of those graduate students. As the main force of the future teachers, the students in physical education and training should emphasize their specialties. Teaching practice ability cultivation is the inevitable process during the teacher professional development. In Chinese teaching process of the physical graduate students, the teacher always focuses on the promotion of the physical skill and neglects the solution to the teaching practice problems. The development of the physical practice teaching among the graduate students and the evaluation of the practice capability are the important part in physical education. However, due to the ignorance on the evaluation of the teaching practice capability by the university and the teacher, the overall teaching practice capability can not reach the desirable status and the student also confronts many problems in the teaching practice activity.The purpose of this essay is promoting the improvement of evaluation system function,advancing the promotion of students’ practice capability, boosting the development of physical education undertaking as well as the promotion of physical talent teaching practice capability and the overall quality with the research of practice capability evaluation system on the graduate students based on the existing problems in the previous evaluation.This study adopts literature consultation, expert interview, Delphi method and other research methods, which analyzes the teaching practice condition among the graduate students in sport specialty based on pedagogy, instructional evaluation, physical education and other theoretical disciplines. It confirms the important index among the teaching practice capability evaluation system in the graduate student of the specialty. The study is composed by the 4 first-class indexes namely instructional design, teaching implementation, teaching reflection and other practice capabilities, the 16 second-class indexes including teaching files and teaching material design and the 59 third-class indexes including grasping the content of teaching material, applying teaching syllabus and mastering teaching method.According to the requirement of Delphi method, with the weighted statistical analysis of the two-circle expert questionnaire and data, it finally defines that instructional design,teaching implementation and teaching reflection are the 3 first-class indexes, the capacity of using teaching file and selecting teaching method et al are the 8 second-class indexes, and grasping the content of teaching material, setting teaching goals and explaining the technical movement et al are the 40 third-class indexes. The mathematical model is applied to involve the evaluation index system into the teaching practice evaluation for the graduate students and the problems in the evaluation are discussed, which is beneficial to improving cultivation plan,strengthening information feedback and the coordination development of emphasizing the knowledge, skills and capability of the graduate students, promotes the development of the overall teaching practice capability of the graduate students with this specialty and provides the theoretical foundation for the improvement of teaching practice evaluation system for the graduate students in physical education and training in the university.
