The school internal management system construction is the necessary requirement of deepening the reform of mechanism system, it is also important guarantee for the healthy development of education in our country. The Teacher’s Representative Committee as an important part of the current management system of college and university in our country, it’s a basic form of democratic management of the general staff equal participation in school, and plays an irreplaceable role at school’s decision-making and supervision. Nowadays, under the background of the rule of law, managing the university by law will also become the inevitable trend of school management, as the concept depths, lawful status in teaching acting meeting to be in the management system of college and university will be even more important, therefore, given more attention and research at the construction of college and university Teacher’s Representative Committee has a great significant to improve the democratic management of schools.In this paper, according to the construction of college Teacher’s Representative Committee of the Guangxi Zhuang Autonomous Region as the research object. In recent years, The construction of Guangxi university Teacher’s Representative Committee has made great progress, however, with the continuous development of the times, and the "Regulations of university Teacher’s Representative Committee" further put forward new requirements, in Guangxi, there are still many deficiencies in the construction of Teacher’s Representative Committee. The author through to the Nanning, Guilin, Liuzhou three cities of 12 college and university Teacher’s Representative Committee’s construction situation to make questionnaire, interview and so on, and combined with related literature and current situation of the construction of college and university’s Teacher’s Representative Committee to other provinces, and probes into the problems existing in the construction of Teacher’s Representative Committee to Guangxi universities, induces and analyzes the causes of these problems, and further in some universities in our country for reference for the construction of The Teacher’s Representative Committee to advanced on the basis of successful experience, puts forward the corresponding countermeasures and Suggestions.This paper will be divided into four parts:The first part:introduction, mainly introduced the paper selected topic background, research significance, research methods, the research has carried on the arrangement and classification about The Teacher’s Representative Committee, in addition, also made a simple narrative of the innovation of this study;The second part:mainly defines the related concepts and expounds the theoretical basis, it introduces the basic concept, characteristics and functions of The Teacher’s Representative Committee, also discusses the different understanding of democratic management; At the same time, This paper expounds the participatory democracy theory.The third part:this paper introduces the general situation of investigation and study, basic on the research results and material processing analysis of the construction of The Teacher’s Representative Committee to 12 universities in Guangxi, put forward some problems and analyzes the causes of these problems in detail.The fourth part:mainly according to the actual of the Teacher’s Representative Committee in guangxi, combined with the advanced experience of related research and construction, put forward the construction countermeasures.
