The basic issue of the Chinese education development is the rural education problem. In the next decade, the core theme of Chinese education is the education equity and education quality. To pay attention to the last twenty percent disadvantaged groups’ education rights and education opportunities is becoming the starting point and basic value of the rural basic education. In recent years, with the development of economy, the transformation of society and the progress of education and the transformation of the concept of people, government, school, family and individual citizens, and other subjects produce a new demand of "the Rural Primary School", and show a trend of diversification and diversity. Rural communities have high hopes for the "Rural Primary School" on promoting the construction of new socialist countryside. The development of the central policy must consider its unification, not its area difference. And the central government has no ability to directly assess the implementation process. However, the difference of area will inevitably exposed the irrationality of the central policy on the micro level. Unification determines the flexibility of policy implementation. It provides space for the grass-roots government’s "cooperation" behavior. The supply of rural education, however, whether in total or in structure, are not in balance with demand. So it is particularly important to improve education policy and to promote the development of rural education. The study focuses on people’s demand on the Rural Primary School, and tries to find out the government’s response, and analyze them, in order to give some policy suggestions on the balance of supply and demand.This paper adopts semi-structured interview method, literature analysis and policy analysis method to study the problem of education supply and demand of the "Rural Primary School". This study is divided into six parts. The first part is introduction. It introduces the research origin, the purpose and significance, concept definition and theoretical introduction and research content and method. The second part is research summary. It Includes three aspects of basic education in rural areas, village form of specific and educational needs. The third part is the research for the main demand of the " Rural Primary School" education. It mainly analyses the content and the status of the body (students and parents, teachers, schools, rural communities and local government) needs. The fourth part is the education service supply. It analyzes the implementation status and effect of rural primary school education policy from six aspects of the existing policy responses, including five specific policy such as the adjustment of school layout, the weak school reform plan, the new curriculum reform plan, the rural boarding primary school, nutritious meal plan and teachers plan, etc.The fifth part is about the countermeasure research. It put forward the countermeasures and suggestions to balance the supply and demand of rural basic education, such as to reasonable requirements, to make education supply policy based on the demand, to implement different weak compensation policy and to application the overall governance pattern. The sixth part make a summary of the study.
