According to Decision on Great Efforts to Develop Vocational Education Policy by The State Council, the training mode of "school-enterprise cooperation" and "combining learning with working" should be vigorously promoted. And this brand-new training mode is indeed proved to be specific practice and implement of career-oriented and service-aiming school mission, points the way for reform of education and teaching in vocational school. As practice has shown, vocational schools tie them closer to enterprises and cater the demands of society or enterprises to the utmost, possess superior comprehensive strength than any other schools. But it is still existed in China’s vocational schools that "school-enterprise cooperation" and "combining learning with working" mode is promoted by nation, responded by local government, explored in schools. Therefore, the author analyses on the cases of MODUL school in Austria and Wuhan Traffic school in China, does comparative researches in terms of this following seven aspects:supports for school-enterprise cooperation from nation and government level, the degree of perfection of the law system in vocational education, obligations for school and enterprise during cooperation, the school-enterprise cooperation talent training plan(specialty teaching plan) and construction of courses system, the school-enterprise cooperation teaching mode, the school-enterprise cooperation teacher training and the construction of practice bases, puts forward ideal mode of "school-enterprise cooperation" and "combining learning with working" for China’s vocational education in current stage, for example, supporting from policy, perfection of the law system, stimulate enterprises’enthusiasm to joint cooperation, entitle Industry Steering Committee more rights to play a more important role, local governments organize experts from industry and academic to stipulate major name and design specialty teaching plan(talent training plan) by the lead of Ministry of Education, local governments coordinate supporting measures to support teacher training for vocational schools, joint efforts to establish practice bases and share resources between schools and enterprises.Via comparative research of vocational school-enterprise cooperation in Austria and China, this paper aims to analyze the bottleneck problem in China’s vocational education development, analyzes the importance and necessity of school-enterprise cooperation for China’s vocational schools as well, to study the feasible methods for school-enterprise cooperation, then raises reasonable conceptions and suggestions so as to enlighten relevant departments, enterprises and vocational schools. Thus top-level design will be made in vocational school-enterprise cooperation and actively carried out, which help attain the goal of cultivating high-quality talents needed for better development of China’s economy by the joint efforts of government, Industry Steering Committee and vocational school. This paper adopts various kinds of research methods, which mainly consists of literature search, comparative study, survey research and specific investigation. The author forms her own view and idea on the basis of consulting lots of relevant domestic or international materials, refining and summarizing different research conclusions. Innovation points of this issue is to point out the bottleneck problem, analyses causes of built-in problem in domestic vocational school-enterprise cooperation from point to area, through compare between two similar school in Austria and China, finally proposes its conception on this issue, which is more convictive. This paper conducts a comprehensive study of school-enterprise cooperation, not only illustrates measures of government leading, perfection of the law system and entitling Industry Steering Committee more rights at macro level,but also illustrates measures of formulating of talent training plan, teacher training and the construction of practice bases at micro level, which has important practical and realistic significance.
