With the continuous deepening of the new round of basic education curriculum reform, the development of school-based curriculum and curriculum resources has become the focus of academia in our country. The development and utilization of school-based curriculum meet the actual demand and the development of the local schools, teachers and students to a certain extent, but in order to realize the characteristics of school, local school must develop school-based curriculum, and it must be based on the curriculum resources.For the rural schools which have relatively poor school conditions but have regional characteristics, it is very important to fully exploit the curriculum resources and develop school-based curriculum. At present, curriculum resources shortage and the waste of potential curriculum resources exist in rural schools, so the development of curriculum resources in rural middle school can change the traditional teaching modes and students’ learning styles, and realize the characteristics of rural schools. With the deepening of basic education curriculum reform, the development of rural school PE school-based curriculum resources should be paid more attention.As the great rear area of the education reform of our country, rural middle schools need to fully develop and utilize the rural school PE school-based curriculum resources and mobilize all forces to provide rich and distinctive curriculum resources for students, which has important theoretical and practical significance on deepening the reform of rural sports, improving the sports teaching quality, promoting and carrying out a new round of reform of basic education in rural areas.This paper adopts literature methods, questionnaire, interview, case analysis methods and so on, and investigates the situation of PE school-based curriculum resources development of rural middle schools in Luoyang. The related data in the course of the study are summarized, the understanding of current situation of the development is deepened. At last from the perspective of promoting the development of students and curriculum construction, suggestions are put forward according to the problems, which has positive significance and certain reference value for the development of rural school PE school-based curriculum resources.The results of the study are showed as followed:(1) PE teachers and the related leaders in rural middle schools of Luoyang have backward education ideas, and are in lack of the understanding of the concept of school-based curriculum resources development in the new curriculum reform. PE teachers are weak in the development consciousness and ability and the school-based training.(2) The enthusiasm of PE teachers in rural middle schools in Luoyang to guide the students to participate in the school-based curriculum development is not high, and the development of human resources in students, principals, parents, and other people outside the schools needs to be further strengthened.(3) The rural school PE teachers in Luoyang area made some simple sports equipment, but the number of the equipment is very limited and unable to meet the needs of PE teaching.(4) Most PE teachers haven’t carried out any reasonable development and transformation to the existing sports sites and programs.(5) The situation of developing school-based teaching materials for PE teachers in rural middle schools is not optimistic.(6) The introduction and development of new emerging sports projects in rural middle schools are limited, and there is a big gap in the content,. But the development of local materials and traditional ethnic sports is relatively better, and some schools have set up PE school-based curriculum with the school characteristics, but haven’t formed a system.(7) The situation of using natural geography curriculum resources in rural middle schools in Luoyang area is good. A part of the PE teachers made full use of the regional advantage and developed the PE school-based curriculum to meet the needs of students and schools.(8) The form of using PE information resources in rural middle schools in Luoyang area is relatively simple, and the way is single.
