A Research About University Technology Transformation From The Perspective Of New Public Management Theory

Mentioned by the State Council in Suggestions on further implementing science and technology reform and promoting the state innovation system,technology innovation system should be promoted with the main body of enterprises, the direction of the market, the combination of production, study, research and implication. Also, research institutes and universities should provide more science and technology innovation for enterprises. The government should make decision on promoting technology transfer services of universities and research institutes. The enterprises get innovative motivation from technology transformation provided by universities and research institutes. At present, there are problems in technology transformation such as results left unused, resources wasted, low transformation efficiency, which lies in current domestic policies cannot be “people-oriented”, universities and research institutes focusing on result identification and awarding activities instead of combination with industry. At the same time, state-owned units such as universities and research institutes meet obstructions on mechanism and policies. Guided by the New Public Management, referring to advanced experience of foreign technology transformation institutes, this article gives an example of the running model of an excellent innovation carrier in Suzhou, as well as proposes solutions on cooperative innovation model and science technology assessment reform in order to settle problems on domestic technology transformation.
