| Transformation of scientific and technological achievements into productiveforces is not only the boosters to promote economic and social development,meanwhile, the ability of the transformation is a measure of a university academiclevel as well as an important criterion of the comprehensive competitiveness.According to statistics, the number of colleges and universities in Shaanxi Provincereached79(excluding independent schools), of which50colleges are in Xi’an.However, the universities in Shaanxi that own abundant scientific and educationalresources do not have a strong ability of transformation of scientific and technologicalachievements. How to further improve the transformation of scientific andtechnological achievements of the Universities in Shaanxi is an important and urgentresearch topic.In this paper, learning from the existing research results based on the ShaanxiHigher Education for the study, by reviewing the literature, statistics, expertinterviews and field research, Shaanxi Province Scientific and TechnologicalAchievements in2010-2011and related economic data finishing analysis, Descriptionof the status and characteristics of Universities in Shaanxi Province scientific andtechnological achievements, the Shaanxi Higher Education and technologicalachievements into existence constraints Shaanxi Province Scientific AchievementTransformation factors, both internal and external factors were analysis, are: internalconstraints include the management of institutional factors, incentives factors, factors of property rights and R＆D funding factors, external constraints include intermediaryfactors, risk factors, market factors and policy factors. With statistical and otheranalytical methods, the establishment of Universities in Shaanxi Province scientificand technological achievements into the evaluation index system, the use of indicatorsindex system analyzes the Shaanxi Higher Education of the key indicators of theability of the scientific and technological achievements in science and technologybase class, only to increase investment in university scientific basis to improve thelevel of scientific and technological achievements in Shaanxi Province. On the basisof draw on the experience of scientific and technological achievements of collegesand universities at home and abroad, respectively, from researchers, universities,government measures to accelerate the Shaanxi Higher Education and thetransformation of scientific and technological achievements. Mainly: researchersshould market as a guide to select research projects; colleges and universities shouldestablish and improve the talent incentive mechanism, should speed up theconstruction of professional organizations; government should be reasonableconfiguration s R＆D, vigorously develop the building of intermediaryorganizations to establish and perfect the Scientific Achievement Transformation ofrisk investment mechanism, improve the policy system to promote the transformationof scientific and technological achievements of colleges and universities. |
