Education is the foundation of a nation, and compulsory education is the foundation of the national education system. The development of compulsory education will promote education advancement. Balanced development of compulsory education is not only an important factor but also the foundation to building a harmonious society. Compulsory basic public services provided by the government, mandatory, public, free and inclusive, the most should reflect equitable education. Balanced development of compulsory education supply direct and practical interests to the people, which included not only educational equity, but also social equity. Grasping the problem of balanced development of compulsory education is the key to promote equity in education.Compulsory countries in recent years more obvious imbalances, especially the development of China Compulsory difference is more significant, the most prominent among the regional, urban and rural areas, inter-school gap significantly, this gap is further exacerbated by the imbalance development of compulsory education, serious hinder the overall development of education, but also hindered the realization of compulsory education goals.China Compulsory unbalanced development, regional differences in both urban and rural differences and historical reasons for the formation, but also on involving the public finance system is not perfect, irrational allocation of resources and other factors.
