In the era of globalization, the degree of population aging is intensifying in the wholeworld. As a developing country, China with the largest population is becoming an agingsociety. The social situation is increasingly serious and complex caused by the aging of thepopulation. In order to cope with social challenges caused by the aging of the population,promote the system of lifelong education, achieve a learning society and a good social sceneof "worthiness" and investigate the learning needs of City Elderly. Given this, it’s ofimportant significance to strengthen elderly Education Policy and Elderly Education Services.There are five chapters in the essay to detail the topic mentioned above. The first part ofthis study was to explain the reason of selection, significance, objectives, ideas andinnovation of this study and summarize on the results of current reseach about agingpopulation, elderly education and their life quality. The second part described the theories ofactive aging, elderly learning and new public service, it was the theoretical foundation andbasis for the argument and further research. On the over design level, the third part of theessay detailed how to study the purpose, content and implementation process of developmentof the urban elderly learning by the method of questionnaires and interview. Given the resultsof empirical study, the fourth part of the study analyzed the demographic characteristics andspecific performance of current urban elderly learning needs,and their general requirement ofpublic education service system and policy. The fifth part of this study generally summarizedthe characteristics of learning needs of urban elderly people and analyzed the existed actualproblems of the current education policy for the old, and then Put forward the proposal ofstrengthen the government’s public service for education policy.The results of the study showed that the purpose and content of urban elderly learningneeds were effected by their place of origin,gender, age,educational level,occupation beforeretirement, health state, economic level, and idle time. Overall, he urban elderly learningneeds were with properties of non utilitarian, content diversity and not fixity. The investigateindicated that the majority of old people are not satisfied with the current education policyand had strong desire to perfect the policy. At present, China is facing the education policydilemma of lacking of accurate positioning, unsufficent funds, hard to guarantee learningrights and learning resources weren’t fully developed. Proposals for education policy wereprovided from the study that to meet learning needs, improve the system for lifelongeducation, increase the education funds investment, make laws to ensure the learning rightsand enrich policy about education content and multiple resources for the elderly people.
