Migration of population is the most visual expression of social changes;It has a very significant role on shaping the different regions of the economy,politics and culture. And it’s also an issue which is closely related to political stability of the society. For the migration of the minority population, it is an extremely complex social processes. Currently, Inner Mongolia region is undergoing a social transition. Under the influence of national policy,individual consciousness of the national members, the natural environment and so on, a profound changes of social and culture is underling way,Mongolian pastoralists are experiencing changes of production and lifestyle.With the changes in the natural environment, resource development,urbanization, and economic and social resources for development, there is an increasing number of migrant pastoralists. However, due to geographical and cultural differences, when Mongolian Pastoralists first enter the city, they will have a series of psychologically problems in live, work and social interaction.When the herdsmen enters from a consanguinity, geopolitical society of acquaintances as a link to a stranger’s society,they must break the traditional customs and benefits distribution adapt to the new urban civilization and institutionalized also legalization framework of social life,become a qualified urban citizens.The Work Of The Government delivered at Second Session of the National People’s Congress in 2014 clearly to "promote a new type of people-centered new urbanization" as one of the priorities in 2014, and suggested that "the coming period should focus on three tasks, each concerning 100 million people. In the process of urbanization, herders are both rights and market main body. The key of people-oriented urbanization is to solve pastoral transfer population’s "semi-urbanization" and realization of herdsman’s residentialization. However, from herdsman to citizen identity transformation is still struggling to become the real problem to be solved.The study chose Xilinhot of Inner Mongolia as survey sites, and chose the Mongolian immigrants here as interviewee. Using the relative theories of ethnics and anthropology, exploring the Process of minorities adapting to metropolis by the means of participant observation, In---depth interviewing,questionnaire and so on. The study tries to describe the residentialization of mongolian pastoralists and explore the influencing factors. According to this case, to proposed some countermeasures and suggestions. The full-text is composed of introduction,body, conclusion, references and appendices..In Introduction, to clarify the research purpose and significance, research status, research methods, key concepts defined and so on.The body is composed by three chapters:Chapter1: Mainly describe and discuss the Mongolian in Xilinhot. From three aspects to talk about the status of present Mongolian: economy, life,and psychology.Chapter2: Analyzes and discusses the reasons why pastoralists Citizens difficult to successfully achieve residentialization, including the impact of the principal factors in itself, but also the impact of external objects factors.Chapter3:Proposed countermeasures for pastoralists. Specific suggestions are directed towards pastoralists.the main countermeasure is that pastoralists needs to enhance understanding and government must guide them to learn vocational skills, improve their own quality. Provide optimizing employment environment and industrial structure,increase the intensity of construction of the city soft environment in which to accelerate the acceptance of urban civilization pastoralists.Break the original single, fixed role models of them,changing the original concept of herders and awareness,Cultivate public awareness of the process of conversion is that pastoralists.and the public recognition of the role of the creative process.
